- NASA, Kennedy Space Center (KSC) has a requirement for continuation of a wide range of mission assurance, engineering, and risk assessment services in the disciplines of safety, reliability, and quality within KSC and at all KSC responsible sites. This support includes integration; safety, reliability, and maintainability; quality; human factors engineering; safety and mission assurance enhancements; training development; range safety; independent assessments; metrology; expendable launch vehicle Safety Mission Assurance program; information technology; and miscellaneous studies. Services are provided to numerous Programs, to include International Space Station (ISS), Commercial Crew Program (CCP), Launch Services Program (LSP), Ground Systems Development and Operations (GSDO), and the Agency Management and Operations (AMO). The competition process for the follow-on Safety and Mission Assurance Support Services III requirement is in progress. In the interim, in order to continue receiving these services NASA, KSC intends to issue a modification to contract number NNK12OE12C on a sole source basis under the statutory authority permitting Other than Full and Open Competition at 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, to APT Research, Huntsville AL. The contract modification will extend the period of performance for one month (April 1 to 30, 2017) and will allow for continuation and stability of services that are critical for mission success. Qualified offerors may submit a statement of interest to the point of contact not later than 10:00 a.m. Eastern Time on March 17, 2017. The period of performance will be begin April 1, 2017 and will not include a transition/phase in period. The Government anticipates a need for an estimated 48 Work Year Equivalents (WYEs); personnel shall be fully qualified upon start date of the contract. Active security clearances are required for multiple positions. KSC is an active spaceport and has several projects being executed simultaneously. The offeror shall be capable of meeting tight schedule requirements and continuing current requirements without transition. Statement of interest shall address offerors plan for meeting staffing and schedule requirements, as well as previous experience providing the following services: integration; safety, reliability, and maintainability; quality; human factors engineering; safety and mission assurance enhancements; training development; range safety; independent assessments; metrology; expendable launch vehicle Safety Mission Assurance program; information technology; and miscellaneous studies. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not APT Research is the only source that can satisfy agency requirements. A determination by the Government whether or not APT Research is the only source that can satisfy agency requirements is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which will be considered by the agency.
