Description
SOURCES SOUGHT NOTICE The U.S. Bureau of Reclamation, Pacific Northwest Regional Office, in Boise, ID is issuing this Sources Sought Notice (request for information) to determine the availability and capability of economically disadvantaged women-owned small business (EDWOSB) to perform a contemplated future project. The NAICS code that will be used to determine business size for this requirement is 541611, Administrative Management and General Management Consulting Services. The purpose of this request for information is to identify potential economically disadvantaged women-owned small business (EDWOSB) principally involved in facilitating and coordinating services with the Federal Columbia River Power System (FCRPS) Action Agencies and other Federal and State partners in the Federal Caucus. Description of Work: The services to be provided are professional meeting facilitation and coordination services. The Federal Columbia River Power System (FCRPS) Action Agencies (U.S. Army Corps of Engineers [COE], U.S. Bureau of Reclamation [Reclamation], and the Bonneville Power Administration [BP A]) in response to Endangered Species Act (ESA) consultations develop and implement a suite of actions to improve anadromous fish habitat in tributaries to the Columbia and Snake Rivers. The Columbia River Basin Federal Caucus (Federal Caucus) is comprised often federal agencies operating in the Columbia River Basin that have natural resource responsibilities and promote recovery of native fish and wildlife listed under ESA. The work of the Federal Caucus is established by the Federal Regional and State Directors through an annual work plan. The Federal Caucus is led by a Chair and Vice-Chair, positions filled by the member agencies of the Federal Caucus and appointed annually. The Caucus Program Coordinator, as described in the Memorandum of Understanding (MOU) for the Federal Caucus, is the facilitator for the group. Beginning in 2015, Reclamation agreed to acquire services of the Caucus Program Coordinator, who provides facilitation and coordination, for the Federal Caucus. The facilitation and coordination services required by the Federal Caucus include: 1. Federal Caucus Executive Weekly Meetings: Facilitating and assisting in the planning and scheduling and providing follow up for regular weekly Federal Caucus executive meetings and conference calls. 2. Federal Caucus Monthly Meetings: Facilitate and assist in planning, scheduling, and following up on monthly Federal Caucus meetings and conference calls. 3. Federal Caucus Annual Work Plan and Off-Site Annual Meeting: In coordination with the Federal Caucus Chair and Vice-Chair, lead development and implementation of the Federal Caucus Annual Work Plan. The Annual Work Plan is developed at an annual meeting. 4. Standing Teams and Focus Groups: Facilitate and assist three standing teams and focus groups. 5. Columbia Basin Federal Caucus Annual Regional Executive Meeting: Assist Federal Caucus Chair and Co-Chair in the planning, scheduling and then facilitate the Columbia Basin Federal Caucus Annual Regional Executive Meeting. 6. Middle Columbia Steelhead Recovery Policy Forum: Provide coordination and facilitation services for the Middle Columbia Policy Forum (Forum) and its associated Steering Committee during implementation of the Middle Columbia Steelhead Recovery Plan. 7. Snake River Coordination Group: Provide facilitation services for the Snake River Coordination Group during development and implementation of the three recovery plans for ESA listed the Snake River salmon species. 8. Snake River Recovery Plans: Provide facilitation support to individual technical teams established to develop Snake River recovery plans. Location of Work: Work is located in Portland, Oregon. Business size and any additional socioeconomic classification(s) 4. Brief capabilities statement that addresses experience performing similar projects as a prime contractor. This is NOT a Request for Proposal or Invitation for Bids, and does not constitute any commitment by the Government. The Government will not pay for information received in response to this notice. All interested sources must respond to future solicitation announcements separately from responses to this sources sought notice. Please submit responses to this sources sought to the primary point of contact provided in this notice. Responses are requested to be submitted no later than March 14, 2017.
