- This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this posting is to gain knowledge of potential qualified sources and their size relative to NAICS # 541380, Size Standard $15.0 million. Any responses received will be used by the Government solely for the purpose of making appropriate acquisition decisions. There shall be no basis for claims against the government as a result of information submitted in response to the sources sought announcement. The government does not intend to award a contract on the basis of this announcement or otherwise pay for any information submitted by respondents to this request. This notice is for market research purposes only and is not indicative of a full requirement. Customs and Border Protection's (CBP) Laboratories and Scientific Services Directorate (LSSD) is comprised of field laboratories throughout the US and is the forensic and scientific arm of CBP. It supports various testing in the areas of Trade Enforcement, Weapons of Mass Destruction, Intellectual Property Rights, and Narcotics Enforcement. LSSD coordinates technical and scientific support to all CBP Trade and Border Protection activities and other federal agencies. LSSD is seeking industry feedback to identify potential sources capable of analyzing CBP narcotics seizures. Currently, LSSD has an overwhelming backlog of narcotics seizures that must be analyzed prior to disposal. These seizures include various amounts of heroin, cocaine, synthetic cannabinoids, marijuana and other List 1 and List 2 controlled substances. The anticipated scope of work will entail analysis for identification with some analysis for quantitation. All analysis involving major legal cases and/or cases that will require court room testimony will continue to be performed in house by CBP scientists. As seizure samples are usually in small amounts, all out-sourced analysis will submitted by CBP via U.S Mail or a designated courier service. It would be expected that the contractor be capable of identifying the controlled substance and at times the content of that controlled substance. Laboratories shall meet ISO 17025-Forensic Science Testing Laboratories Accreditation Requirements. Interested parties are encouraged to submit capability statements addressing how their companies may be able to meet this requirement. CBP also welcomes industry feedback in offering suggested processes in executing such services. Responses to this notice shall be e-mailed to Sonya.Freeman@dhs.gov. Telephone responses will not be accepted. Responses must be received no later than March 20, 2017.
