- J&A Statutory Authority: FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. Estimated Modification Award Date: 31 March 2017 Contract Number: FA8707-12-D-0003 Synopsis: The Shared Early Warning System (SEWS) provides critical near-real-time early warning information of ballistic missile launches, not only to the U.S. but to NATO and foreign partner-nations. This work is presidentially-directed and provides launch information for ballistic missile events. SEWS currently operates within three geographic combatant command areas of responsibility in support of the Department of State, United States Strategic Command and Air Force Space Command missions; and provides situational awareness information to each partner-nation and its associated United States combatant command. The Strategic Warning and Surveillance Systems Division (AFLCMC/HBQK) proposes to execute, by means of other than full and open competition, an extension of the ordering period for one (1) year from 31 March 2017 to 31 March 2018 for the existing SEWS contract (FA8707-12-D-0003) with Lockheed Martin (CAGE Code: 7LW38), 9970 Federal Drive, Colorado Springs, CO, 80921-3616. No increase to the contract ceiling will occur as a result of this extension. Extending the ordering period is required to allow the SEWS Program Office to execute new Task Orders/Delivery Orders for new country support and, if needed, to extend on-going sustainment services should there be a schedule slip in the SEWS II contract award date. SEWS II offerors are advised HBQK does not expect the issuance of this extension of the ordering period to affect the award date of the upcoming SEWS II contract. The authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) and as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements, as required by FAR 6.303-2(b)(4); specifically, FAR 6.302-1(a)(2)(iii)(B), the services are deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delay in fulfilling the agency's mission. Any response submitted by respondents to this NOCA constitutes consent for that submission to be reviewed by Government personnel, Federally Funded Research and Development Center employees and Advisory & Assistance Services contractor employees, unless the respondent clearly objects in writing to the release of this information to Federally Funded Research and Development Contractor employees and Advisory & Assistance Services Contractor employees. An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. Additionally, the Ombudsman will be included in this acquisition's solicitation and contract (AFFARS 5352.201-9101). The AFLCMC Ombudsman is Lt Col Kenneth L.
