- Draft RFP document for DCSS Draft Sections L&M of the DCSS RFP Draft PWS for DCSS REQUEST FOR INFORMATION (RFI) - Draft Request for Proposal (RFP) DEPARTMENT OF HOMELAND SECURITY (DHS) U.S. CUSTOMS AND BORDER PROTECTION (CBP) Data Center Support Services (DCSS) Description of Intent CBP continues to appreciate the valued contributions of our Industry partners in this requirement. In that spirit, this Request for Information is issued with the intention of providing DRAFT documents for the anticipated DCSS Request for Proposals. The RFP will be issued in approximately 30 days in accordance with FAR Part 15, under Full and Open Competition, not on any Government Wide Acquisition Contract or Department-wide Strategic Sourcing Vehicles. As always, comments and suggestions are welcome from Industry. Please note, if a response is planned, please submit to DCSS@cbp.dhs.gov no later than March 17, 2017 in order for CBP to review and incorporate any suggestions into the RFP that are deemed appropriate. Bes advised, the RFP will utilize the advisory multi-step process (hereafter referred to as "voluntary down-select") pursuant to Federal Acquisition Regulation (FAR) 15.202. Draft documents attached herewith support that approach. Incentives will be utilized, including Award Fee and Award Term. While these are not explicitly mentioned in the attached preliminary draft documentation, please be advised these incentive mechanisms will be employed in the eventual RFP and resulting contract. Industry suggestions for an award fee plan, including specific criteria and procedures used to assess the contractor's performance and to determine the amount of award fee earned are welcome, as part of Industry feedback to this RFI. Be advised, at time of contract award, actual award-fee determinations and the methodology for determining award fee are unilateral decisions made solely at the discretion of the Government. Disclaimer This Request for Information (RFI) is issued solely for informational and planning purposes and does not constitute an Invitation for Bids, Request for Proposal, or Request for Quotes. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, the U.S. Government will not provide reimbursement for any information that may be submitted in response to this RFI. Respondents are solely responsible for all expenses associated with responding to this RFI, and any submissions to this notice will not result in an evaluation or rating by the Government. The Government's explicit intent, in this request for information, is to not receive from respondents any proprietary data, trade secrets, business sensitive information, or information considered CONFIDENTIAL under 18 U.S.C. §1905. The Government's constraint does not in any way relieve contractor's from their responsibility to properly mark proprietary data when it is provided, nor does it alleviate any requirement for the Government to protect marked data. The Government is not obligated to protect unmarked data. Respondents shall ensure that any material/data that is provided is marked appropriately to ensure proper handling of all information. Unless otherwise noted herein, anything submitted in response to this RFI will not be returned to the sender. Respondents will not be notified of the results of the survey or results of information submitted, nor will it respond to telephone or email inquiries. Format If vendors elect to do so, electronic responses shall take the format of e-mail Submittals and be in Microsoft Office or Adobe Acrobat. The size limit for individual e-mails is 3MB per e-mail. The subject line must include the "[Company Name] Response to RFI - DCSS Data Center Support Services." Due Date for Responses Electronic responses to this RFI are not required. However, as CBP continues to strive for Industry feedback, please submit any questions or responses to Gary Robertson and Rasheeda Brooks via email at DCSS@cbp.dhs.gov NLT March 17, 2017.
