Description

Jack C. Montgomery Veterans Affairs Medical Center (JCMVAMC) requires contracted Grounds Maintenance Services, including Grounds Housekeeping, with the intent of ensuring the grounds are Well-manicured, Clean and Safe throughout the areas identified in the PWS, contributing to a Visual and Aesthetic Appeal, for all VA Medical Center visitors and staff. Services are to ensure cost effectiveness and service efficiency and in support of the VA Mission. All contract services will be performed at the following location(s) and during the periods of performance: LOCATION: 1011 Honor Heights Drive Muskogee, OK 74401. Period of Performance: refer to Price/Cost Schedule. Start Date: April 1st, 2017 This will be a non-personal services contract. The Contractor shall furnish all contract oversight, management, Technically Trained personnel, uniforms, equipment, tool, materials, supplies, storage, insurances and transportations necessary to provide commercial Grounds Maintenance Services for JCMVAMC in accordance with the PWS. The Contractor, its employees, agents and subcontractors shall not be considered VA employees for any purpose of fulfilling the PWS and shall be considered employees of the Contractor. Background: Grounds maintenance and grounds housekeeping has also been performed in warmer climates on a seasonal basis, with the most recent contract being VA256-15-P-1002; details of which can be viewed by searching www.FPDS.gov. Since then grounds maintenance requirements have slightly been adjusted and refined at this location. Snow removal and ice prevention are NOT included in this solicitation. Refer to Evaluation Factors and Instructions to Offerors in the solicitation for how to submit a quote in response to this solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. This is a solicitation issued as a Request for Quote (RFQ) - for commercial services, and prepared in accordance with the format in FAR Part 13.106-2 and FAR Subpart 12.6 as supplemented with additional information included in this solicitation. This is NOT a request for proposal (RFP) and the government does not intend on holding negotiations.
