Description
This Request for Information (RFI) announcement is to identify any interested sources before soliciting non-competitive acquisition per FAR 6.302-1 "Only One Responsible Source" for a follow on IDIQ contract for IBCS Low Rate Initial Production (LRIP) and development efforts. This is not a solicitation for proposals and no contract shall be awarded from this announcement. The requirement of this acquisition is for a new IBCS IDIQ contract that would extend existing IBCS Engineering and Manufacturing Development (EMD) follow-on development efforts to incorporate additional IAMD weapon/sensor component interface requirements, as well as, EMD/LUT changes into the IBCS Major End Items (MEIs) in support of LRIP Phase Developmental Test/Operational Test (DT/OT). The IBCS IDIQ contract would also incorporate production for two (2) additional LRIP lots. The IBCS major supplies and services to be acquired under a new Indefinite Delivery/Indefinite Quantity (IDIQ) contract are: IBCS Major End Items (MEIs) for LRIP production; engineering services for IBCS engineering changes addressing fixes and obsolescence, software development/maintenance, Information Assurance Vulnerability Alert (IAVA) updates and update of System Integration Laboratory updates and support; Contractor Logistics Support (CLS) consisting of new equipment training, field service representative, supply support, and fielding support, and IBCS system integration and check out; and, IAMD integration and test support. The IBCS MEIs consist of the IBCS Engagement Operations Centers (EOCs) and Plug and Fight B-Kits and Integrated Fire Control Network (IFCN) Relays. Unlike traditional acquisition programs that focus primarily on the development of a single system or platform, the IAMD Program is uniquely structured to enable the development of an overarching System of Systems (SoS) capability with all participating Army Air Defense components functioning interdependently to provide total-operational capabilities not achievable by the individual element systems. The Army IAMD program achieves this objective by establishing the Army IAMD architecture and developing the IAMD Battle Command System (IBCS) that provides Engagement Operations Centers (EOCs) implementing common Mission Command (MC) capability, an Integrated Fire Control Network (IFCN) capability for fire-control connectivity enabling distributed operations, and the common Plug and Fight (P&F) B-Kits located on the EOCs and the IFCN Relays that network enable existing sensor components and weapon components with the IBCS. The Government does not currently have a technical data package reflecting updated engineering changes or software build version 4 for this effort. The responses shall address: • Army Air Defense Expertise - Skills, knowledge and abilities associated development, manufacture, integration, and fielding of Army Air Defense Systems to include but not limited to Patriot, Sentinel, IFPC, C2BMC, THAAD, and ADAM. • IAMD Expertise - Skills, knowledge and abilities associated specifically to the requirements, design, implementation, integration and testing of the IBCS system/hardware/software. • Conceptual approach, estimated lead times, key Government Furnished Property (e.g. TDP availability, Government Furnished Facilities, etc.), driving assumptions, staff availability and risks associated with the timely assumption and control of the IBCS Product Baseline, incorporation of engineering changes, production facilitization, and production of IBCS MEIs (IBCS Engagement Operations Centers and Integrated Fire Control Network Relays) that would support the IFPC DT/LUT in April 2019. • Conceptual approach, estimated lead times, availability of domain experienced staff and risks associated with how the contractor would assume the IBCS software and deliver software updates to be responsive to the start of LRIP DT starting March 2018 and Operational Test and Evaluation starting December 2018 assuming an award of January 2018. • Overall integrated schedule identifying the key elements and lead times (in months) associated with contractor's conceptual approach to meet the IBCS EMD & LRIP requirements.
