- Sole Source Justification This synopsis is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov. It is understood that FBO is the single point of entry for posting of synopsis and solicitation to the internet. This is a synopsis for noncommercial services prepared in accordance with the format in FAR Part 13 as supplemented with additional information listed in this notice. Incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular. This is being announced as a sole source requirement under the authority of FAR 6.302. The North American Industrial Classification System (NAICS) Code is 541330 with a Small Business Size Standard of $38.5 million. The Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) intends to award a Firm Fixed Price (FFP) purchase order to Image Acoustics, Inc. for the design of a Technology Refresh Leveraged Acoustic Cylindrical Transducer (LCAT) array. An LCAT element and partial array design shall be determined for the Technology Refresh program. LCAT element and partial array shall be tested at NUWC Acoustic Test Facility and a final report shall summarize the LCAT array design and test results. Image Acoustics performed a trade study showing the merits of using the LCAT in the Tech Refresh array design. The Tech Refresh array design will be based on a scaled version of a LCAT design that Image Acoustics developed for the Office Naval Research. Image Acoustics holds the patent on the LCAT and has prior development work on the LCAT technology. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Offers for other products must contain complete product information and prices (to include labor categories and hours proposed, and any material or other direct costs). The following addenda or additional terms and conditions apply: Defense Priorities and Allocations System (DPAS) rating is DO-C9. The anticipated posting date of solicitation N66604-17-Q-1356 is on or about 27 March 2017. The closing date for receipt of quotes will be established in the RFQ.
