- Responses to Questions NASA/GSFC/WFF is hereby soliciting information about potential sources for Exhibits for WFF Visitor Center. Background: The Visitor Center (VC) is the staging ground and backdrop to Science, Technology, Engineering and Mathematics (STEM) engagement at Wallops Flight Facility (WFF). The goal of this project is to increase opportunity for inquiry-based, hands-on and self-directed learning through the development and installation of a STEM Kids Zone, and an outdoor classroom designed to inspire curiosity and engage youth in digital platforms and a "maker" culture that is STEM focused and reflects NASA's messaging and Wallops missions. Exhibit areas will be designed and enhanced to extend areas of informal learning for the VC's primary audience, school groups and families, through the incorporation of old and new technologies centered on project-based activities, interconnected experiences and free play. Through the enhancement of the Visitor Center's exhibitions, the educator, student and community learning experiences will be better supported through the creation of STEM components that create an environment where different learning styles have the opportunity to thrive and connect to the classroom experience. The WFF Visitor Center programs and initiatives reach a significant number of underrepresented students, for example, astronomy events at the Visitor Center draw from 400 to 2,000 people coming from locations throughout the mid-Atlantic region. Each year University visits motivate students in STEM majors and pre-service teachers through tours and briefings to WFF through the Visitor Center. Specific Requirement: The contractor shall provide consultation for the design of a new STEM Kids Zone exhibition (approximately 900 square feet), Rocket Garden, and Outdoor Classroom features that includes exhibit definition, planning, and concept development, design, development, fabrication, construction, and installation. Outdoor interpretive signage for a new Rocket Garden and an existing launch viewing area shall be required as well as an outdoor weather station with an indoor component. Finally, outdoor interactive play features shall be required. Contractor shall have core capabilities that are aligned with the Attachment A Guidelines for Accessible Exhibition Design, Sections I - IV and VI - VII and Attachment B NASA Style Guide. The National Aeronautics and Space Administration (NASA) GSFC/WFF is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for Exhibits for WFF Visitor Center. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. The North American Industry Classification System (NAICS) code for this procurement is 712110, Museums, with a size standard of $27.5 million Estimated award date for this contract is April 14, 2017. Estimated award amount is $100,000 to $500,000. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps. It is the potential offeror's responsibility to monitor these sites for the release of any solicitation or synopsis. Interested offerors/vendors having the required specialized capabilities to meet the above requirement should submit a capability statement of two (2) pages or less indicating the ability to perform all aspects of the effort described above. Include in the page count a summary of past or present work to enable a determination if the past or present work performed meets the guidelines set forth above. Also provide size of business; average annual revenue for past 3 years and number of employees; ownership; whether large, or any category of small business limited to one (1) page. Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in FAR 2.101. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.
