Description
This is a combined synopsis/solicitation for Commercial Items prepared in accordance with format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation. Proposals/Quotes are being requested and written solicitation will NOT be issued. This solicitation #HSCG84-17-Q-PD4085 is issued as a Request for Quotation (RFQ). The incorporated Clauses and Provisions are those in effect through Federal Acquisition Circular 2005-87, and may be obtained electronically at http://www/arnet/gov/far. This RFQ is being solicited as SET-ASIDE SMALL, WOMAN-OWNED, SERVICE DISABLED VETERAN-OWNED, HUBZONE, SMALL DISADVANTAGED VETERAN-OWNED, etc... The North American Industry Classification System (NAICS) is 322220 and the Small Business Size Standard is 750 Employees. The USCG Shore Infrastructure Logistics Center (SILC) intends to award a Firm-Fixed Price (FFP) Purchase Order using Simplified Acquisition Procedures for the purchase of the following: A. Description of Requirements: The acquisition is for Chemical Tape Strips (ChemTape Strips), to be used during a Chemical Biological (CB) attacks on US Coast Guard personnel. ChemTape Strips are used to ensure positive garment closure at component interfaces, such as glove/sleeve, leg/boot, and /or Gas Mask/Hood. This tape is only intended to prevent separation of components in order to reduce potential for direct contact with contaminants on underlying surfaces. B. Quantity Required: 20,500 Individual Strips Salient Characteristics: a. Individual Pre-Cut Strips: 18" Long x 1-7/8" Wide b. American Esoteric Laboratories (AEL # 01ZA-06-TAPE) c. Chemical Testing was conducted in accordance with ASTM F 739, using ASTM F1001 Chemical Test Battery. d. Chemical Warfare Agent Testing was conducted in accordance with MIL-STD-282 and/or NFPA 1994-2001. Delivery: a. Delivery shall be made to destination address 90 days from date of award. b. Shipping Address: Commander DOL-42: CBR Product Line Manager c/o USCG Base Portsmouth Warehouse Attn: Carolyn Mroz 4000 Coast Guard Blvd. Portsmouth, VA 23703 FOB Destination Quotes are desired. Specify FOB Point on Quote. Required Delivery is 90 days after receipt of order. The following Federal Acquisition Regulations (FAR) Provisions and Clauses apply to this RFQ: 52.212-1, Instructions to Offerors - Commercial Items (Oct 2015), 52.212-2, Evaluation - Commercial Items (Oct 2014). The following factors shall be used to evaluate offers: Price, Delivery. 52.212-3, Offeror Representations and Certifications - Commercial Items (Apr 2016). (Note: The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website accessed through http://www.acquisition.gov/. A hard copy is no longer required if the Offeror/Contractor is SAM Registered. If the Offeror/Contractor has NOT completed the annual representations and certifications electronically, the Offeror/Contractor shall complete only paragraphs (c) through (p) of this provision. 52.214-31, Facsimile Bids (Dec 1989). The Government will award a contract resulting from this solicitation and will be the most advantageous to the Government, with price and other factors considered. NO CONSIDERATION WILL BE GIVEN TO QUOTES LACKING THIS, AND ANY OTHER INFORMATION SET FORTH IN THIS SOLICITATION. Federal Acquisition Regulation (FAR) Clauses that apply to this RFQ: 52.212-4, Contract Terms and Conditions-Commercial Items (May 2015), 52.212-5, Contract Terms and Conditions Required to Implement Statuates or Executive Orders-Commercial Items (Dec 2015) applies as follows: Paragraph (b)(8), (19), (25), (26), (27), (28), (29), (30), (31), (40), (41) and (50) End of Clause. PLEASE READ, COMPLETE AND PROVIDE ALL INFORMATION REQUESTED IN THIS SOLICITATION, PARTICULARLY FAR PROVISION(S) 52.212-1 and 52.212-3. Offerors have up to 19 days after publication of this notice to express their interest. The closing date and time for receipt of offers is 4:00 PM Eastern, 29 March 2017.
