- •1. Introduction •1.1. Subject to FAR Clause 52.215-3, entitled "Solicitation for Information of Planning Purpose," this announcement constitutes a Request for Information (RFI) for informational and planning purposes only. Portsmouth Naval Shipyard's intent of this announcement is to identify interested contractors that could provide services to repair Reverse Osmosis units onboard a Naval Submarine. •2. Contractor Requirements: The vendor shall provide labor, management, supervision, tools, materials, transportation, shipping, and equipment necessary to correct all identified deficiencies on RO Units #1 and #2 as follows. All material and labor for vendor assigned work to be provided by the vendor, including on skid interferences removal. •2.1. RO UNIT #1: •2.1.1. Vendor shall provide services to troubleshoot and repair high out of spec salinity on first pass permeate on RO Unit #1. Work scope may require replacing all 8 1st pass pc 2 end caps and pc 3 bottom couplings of reference (e). High out of spec salinity was reported on CSMP Item EM01-7105 and again on DMTS 45082. DMTS 45082 provided KMRC data from Shop's Force effort to troubleshoot high out of spec condition. Total RO Unit #1 first pass salinity reported is 647 PPM chlorides. RO Unit #1 first pass permeate was sampled from individual elements at V13, V15, V17, V19, V21, V23, V25 & V27 and the data has been provided to the shipyard. •2.1.2. Vendor shall provide services to repair manifold leakage from RO Unit #1 1 st pass pump of reference (f). This repair may require the vendor to remove, restore/replace, and reinstall 1 st pass pump including unit interferences. At time of RO Unit #1 1 st pass pump removal, inspect associated motor and determine if repairs are required. This deficiency identified on CSMP EM01-7075. CSMP EM01-7075 describes the leakage rate as being dependent on the oil level visible in the oil sump sight glass. •2.2. If repairs are required to the RO Unit #1 1 st pass pump motor, additional cost government approval is required. •2.3. RO UNIT #2: •2.3.1. Vendor shall provide services to troubleshoot and repair high out of spec salinity on first pass permeate on RO Unit #2. Work scope may require replacing all 8 1st pass pc 2 end caps and pc 3 bottom couplings of reference (e). High out of spec salinity was reported on CSMP Item EM01-7106 and again on DMTS 45083. DMTS 45083 provided KMRC data from Shop's Force effort to troubleshoot high out of spec condition. Total RO Unit #2 first pass salinity reported is 670 PPM chlorides. RO Unit #2 first pass permeate was sampled from individual elements at V13, V15, V17, V19, V21, V23, V25 & V27 and the data has been provided to the shipyard. •2.3.2. Vendor shall provide services to remove and replace the RO Unit #2 nitrogen hose which connects to V11. The nitrogen hose ruptured while filling the desurger bladder. This deficiency was reported on CSMP Item EM01-7000. •2.3.3. Vendor shall provide services to remove, replace, and reinstall, including on unit interferences, a leak on a piping weld joint on #3 first pass membrane permeate discharge piping of reference (d) on RO Unit #2. The leak is approximately 30 drops/min and requires weld repair or piping assembly replacement to fix. This deficiency was reported on CSMP Item EM01-7019. •2.3.4. Vendor shall provide services to repair manifold leakage from RO Unit #2 1 st pass pump of reference (f). This repair may require the vendor to remove, restore/replace, and reinstall 1 st pass pump including unit interferences. At time of RO Unit #2 1 st pass pump removal, inspect associated motor and determine if repairs are required. This deficiency identified on CSMP EM01-7076. CSMP EM01-7076 describes the leakage rate as being dependent on the oil level visible in the oil sump sight glass. •2.3.4.1. If repairs are required to the RO Unit #2 1 st pass pump motor, additional cost government approval is required. •2.4. V endor will specify temporary services required including the size and type of electrical and mechanical connectors interfacing with the Shipyard services as early in the planning process as possible. •2.5. Vendor will specify RO Unit #1 & RO Unit #2 off skid interferences required for Shipyard removal as early in the planning process as possible. •2.6. Vendor shall inspect RO Unit #1 and RO Unit #2, at the time of component/piping removal, and identify additional deficiencies requiring repair to Portsmouth Naval Shipyard USS SPRINGFIELD Project Team. •2.6.1. If repairs are required to RO Unit #1 or RO Unit #2, additional cost government approval is required. •2.7. Vendor shall restore capacity/performance of RO Unit #1 & RO Unit #2, which includes replacement of 1 st pass membranes, and 2 nd and 3 rd pass membranes as required, groom for performance after all repairs complete, and operationally test. Groom repairs as required. •2.7.1. Vendor shall groom and replace/install hanger grommets as required on RO Unit #1 & RO Unit #2. •2.8. Vendor shall maintain system cleanliness, cap or tape open ends of piping, as necessary. •2.9. Vendor will adhere to Portsmouth Naval Shipyard safety requirements, including but not limited to safety shoes, eye protection with side shields, hearing protection, gloves, and hardhats. •2.10. Vendor will ensure work site cleanliness is maintained in the highest reasonable state including the collection of trash, industrial waste, mechanical/grinding particles, etc., at least once every shift. •2.11. Vendor will repair #2 RO Unit Desurger Bladder. Deficiency was identified by SF after start of availability. Refer to DR-301. •3. Responses •3.1. Interested parties are requested to respond to this RFI with detailed information on any potential offers. Submissions shall be entered in PDF format and shall include: •3.1.1. Proof of legal rights to access Village Marine Technology proprietary technical drawings and information •3.1.4. Facilities Clearance documentation •3.2. Shipyard representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks. •5. Questions •5.1. The information provided in the RFI is subject to change and is not binding on the Government. The Navy has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
