Description

The Centers for Disease Control and Prevention (CDC), Division of Vector Borne Diseases tintends to award a sole source firm-fixed price purchase order to VWR International. The address is 2039 Center Square Rd., Bridgeport, NJ, 08014. The statutory authority for this sole source acquisition is 10 U.S.C. 2304 (c)(1) in accordance with FAR Part 13.106-1(b)(1)- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS Code for this procurement is 325413. The size standard is 1,250 employees. This purchase order is for the FETAL BOVINE SERUM 500ML G.I., Product # 97068-086. Due to the sensitive nature of developing tissue culture, program experience revealed that Premium Grade Gamma Irradiated Fetal Bovine Serum is the only product that meets our requirements. It has been tested and validated with all cell culture lines. These biologicals are evaluated and validated for cell culture use, and use of any other products would require an extensive evaluation period causing a delay in critical diagnostics and research. As a division resource for cell culture, this lab provides media and reagents to support a wide variety of research and routine diagnostic work. Using identical media products, reagents, and plasticware is essential to preventing variability and inconsistencies in results. It is essential to our operations to use validated products to maintain the continuity of research projects, reagent development and consistency in laboratory results. Fetal Bovine Serum, Premium Grade, Gamma Irradiated is the highest quality FBS available and is widely used by those cell culturists who have a concern for viral contaminants and requires an extensive biochemical profile. The benefits of using this product also include blood collection techniques, large lot sizes, "True Pool" processing, origin clearly stated and certified, traceability, supplier's reputation, degree of vertical integrationuality of technical assistance, cGMP, clear, thorough documentation, verified by audit, quality of customer service, quality of technician training, ISO 9001:2000 and ISO 13485:2003 certifications, availability of Certificates of Suitability, adequate supply of serum, and validated post-filtration processes. No solicitation will be posted to FedBizOpps. We will only issue a solicitation to VWR International. VWR International is the only source available to provide product that meets this requirement. This notice of intent is not a request for proposal. A determination to compete this procurement based on response to this notice is solely within the discretion of the Contracting Officer. Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet this requirement. All responses must be sent in writing to Mr. David Kelley via email to vrb7@cdc.gov using solicitation number 2017-Q-66477 in the subject line, no later than 01:00pm Eastern Time, March 17, 2017.
