Description
Natomas Basin Map reflecting Reach D's whereabouts on the Northwest portion of the basin. This is a SOURCES SOUGHT NOTICE (for Market Research purposes ONLY) to determine the availability of small business firms for a potential small business category type set-aside. NO AWARD will be made from this Sources Sought. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS ARE AVAILABLE AT THIS TIME; therefore, any requests for a copy of a solicitation or specifications will go unanswered. Potential offerors having the skill, capabilities and bonding necessary to perform the described project are invited to provide feedback via email to Greg.L.Treible@usace.army.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Particularly, the purpose of this NOTICE is to gain knowledge of potential small business sources to include small business in the following categories: Small Business, Certified 8a, Certified HUB Zone, and Service-Disabled Veteran-Owned Small Business (SDVOSB), for a prospective Design-Bid-Build Natomas Basin Reach D Windows contract. The capabilities will be evaluated solely for the purpose of determining to Set-Aside for the Small Business Community or to conduct as an Other Than Small Business Procurement. Other than small businesses may respond to this NOTICE in the event the market does not indicate SB interest, however, preference will be given to the SB categories listed above. The government must ensure there is adequate competition among the potential pool of available contractors. The Government estimates issuing a RFP in the summer of 2017. The estimated magnitude according to Defense Federal Acquisition Regulations 236.204 is between $10,000,000 and $20,000,000. The NAICS Code is 237990-Other Heavy and Civil Engineering Construction, the size standard is $36.5 million, and the Federal Supply Code is Y1LC, Construction of Tunnels and subsurface structures. The duration of the project is less than 365 calendar days. If a contract is awarded to either a small business concern or 8(a) participant, then under Federal Acquisition Regulation (FAR) guidelines 52.219-14, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. If a contract is awarded to an other-than-small-business, then under FAR 52.236-1 The contractor shall perform on the site, and with its own organization, work equivalent to at least 20 percent of the total amount of work to be performed under the contract. PROJECT DESCRIPTION The Natomas Reach D Windows project is located on the northernmost levee of the Natomas Basin, adjacent to the Natomas Cross Canal, in Sutter County. The Sacramento Area Flood Control Agency (SAFCA) has already completed levee improvements for most of this levee reach, but left three "windows" or gaps where improvements are still required. Two of the three windows are where abandoned pump stations (Bennett and Northern) still have pipes crossing through the levee, which need to be removed and backfilled. The levee also needs to be raised four feet at both of these locations, along with demolition of concrete structures and levee reconstruction. There is also some stone protection placement required along the waterside toe. The third window is where the existing Pumping Plant 4 discharge pipes cross through the levee. This work includes relocation of the Pumping Plant 4 discharge pipes to be raised 10 feet to be above the 200-year water surface elevation, and adding a new vault and outfall structure. This window also includes removal of the existing Pumping Plant 4 building and trash rack, and reconfiguring the pump station intake and installing a new trash rack. The pump station pad will be raised and have new pumps installed, but will not include a new building. A driveway to the new trash rack will also be constructed. A new masonry Electrical Building located west of the existing Pumping Plant 4 will be constructed housing all of the new electrical controls. A transformer and concrete pad will also be located adjacent to the Electrical Building, with power provided from the adjacent PG&E lines. Six-foot high chain-link fencing will enclose the Pumping Plant area, with gates installed as shown on the plans. Access ramps and landside toe roads will be reconfigured to accommodate the new pumping plant layout. In addition to the work above, about 8,000 linear feet of the landside toe drainage ditch (Vestal Drain) between Pumping Plant 4 and where it crosses underneath the Sankey Canal (irrigation ditch parallel to Vestal Drain) shall be relocated to the south side of Sankey Canal. The drain shall cross under the irrigation ditch near Bennett, and connect into the existing concrete drainage ditch (North Main Drainage Canal) at Pumping Plant 4. Dewatering of the North Main Drainage Canal will be required for completing the Vestal Drain and Pumping Plant 4 work. The existing Vestal Drain shall be filled-in and graded. Existing drainage pipes between the old Vestal Drain and Sankey Canal will need to be connected to the new Vestal Drain. CAPABILITY STATEMENT The following requests are designed to apprise the US Army Corps of Engineers, Sacramento District, of any prospective construction contractors' project execution capabilities. The submission is limited to 20 8-1/2" x 11" single-sided pages total (i.e., 10 double-sided pages). Please provide your response to the following: 1) Offeror's name, address, point of contact, phone number, and e-mail address. 2) Offeror's interest in bidding/proposing on the solicitation if/when it is issued. 3) Offeror's capability to perform a contract of this magnitude and complexity and comparable work performed within the past 5 years - Describe your self performed effort, brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) - provide at least 3 examples. 4) Offeror's type of small business and Business Size (Small Business, Woman or Women-Owned Small Business, HUBZone, Service Disabled Veteran Owned and/or Small Business, 8(a)) 5) Offeror's Joint Venture information if applicable - existing and potential 6) Offeror's Bonding Capability in the form of a letter from Surety OR a third-party Attorney in Fact on behalf of a Surety. All sureties shall be identified on the Department of Treasury List of Certified Companies. Any surety NOT identified on this list will not be considered; and therefore a prime contractor that submitted evidence of bonding capacity using a surety not identified on this list will not be considered. The Capabilities Statement for this sources sought is for market research purposes only and is NOT a Request for Proposal or Invitation for Bid. It will not restrict the Government to an acquisition approach, but rather provide the Government with information necessary to make a set-aside determination. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will NOT be notified of the results of the evaluation. After completing its analysis, the Government will determine whether to limit competition among 8(a), Service Disabled Veteran, HubZone, or all Small Business firms or proceed with full and open competition as Other Than Small Business. Offers that do not meet all requirements or submit within the allotted time may not be considered in a set-aside determination.
