- This is a combined synopsis/solicitation for commercial items/services are prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. (i) This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This solicitation AG-5680-S-17-0009 is being issued as a Request For Proposal (RFP). (iii) This solicitation document with the incorporated provisions and documents are those in effect through Federal Acquisition Circular 2005-72. The USDA Forest Service's National Forest Service Library purchases technical standards and specifications for use across the agency through electronic access. Access is through IP authentication and enterprise-wide. The normal requirement is for two simultaneous users but for a few items the Government will purchase access for one user at a time. Examples of publications (to include standards, manuals and books) that the Government has purchased in the past include the National Fire Protection Association (NFPA), the American Association of Highway and Transportation Officials (AASHTO), the American Wood Preservers Association (AWPA), and American Society of Testing and Materials (ASTM). Contractors that can offer on these standards, or others like them, are invited to offer on this solicitation. The Government intends to purchase additional standards both individually, and as sets. The Government is not limited to these producers of standards. The standards are required to be unlocked and downloadable to individual computers (usually as pdf's). Permission shall needs to be granted for use of the standard(s) in solicitation for proposals, such as in a bid for a building contract or a highway contract. The Government anticipates awarding multiple Blanket Purchase Agreements (BPA) to meet our on-going and evolving needs. The North American Industry Classification System (NAICS) Code for this requirement is 511120 - Periodical Publishers, the small business size standard is 1,000 employees. BPAs will be awarded to the offerors who can offer subscription services to items previously purchased and/or subscriptions that the USDA Forest Service - National Forest Service Library believes it may be interested in providing to the USDA Forest Service. The award of a BPA will not constitute an order for subscription. Orders for subscriptions shall be issued as Calls against the BPA. Offerors are required to be registered in Systems for Awards Management (SAM) to receive an award. Period of Performance (PoP) for the BPA is contingent upon award date, it is the Government's intention to award 3 year BPAs. PoPs for the individual Calls will be identified in each order. Future requirements will be competed between BPA holders. As requirements become known, BPA holders will be contacted for pricing on the current, known requirement. BPA holders will respond with their adherence to, and pricing for the requirement. The applicable Call(s) will be awarded to the Lowest Priced, Technically Acceptable Offer. Priority for award will be made to Small Business concerns in accordance with the Federal Acquisition Regulation (FAR) 6.2. These will be firm fixed price contracts. Government preference for calls against these BPAs is Credit Card Payment. All proposals shall be sent via email to creittinger@fs.fed.us prior to the posted cutoff date of this notice. Offerors shall comply with applicable federal, regional, state and local regulatory standards Offerors should 1) Provide the name(s) of the representative(s) from your company 2) The applicable DUNS number for the offeror 3) Listing of the products The BPAs will be awarded to include, but not be limited to, the current list of products (as submit by the offerors) in order to allow administrative ease in incorporating new publications into each BPA.
