This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine interest and capability of potential qualifications of Small Businesses Service Disabled Veteran-Owned firms relative to the North American Industry Classification Code (NAICS) 333318. The Department of Veteran s Affairs is seeking small business manufacturer or distributors of small business manufacturers, of functionally equivalent equipment to all the following: New Brush/Wood Chipper Model 813XT or EQUAL The contractor shall provide all labor, equipment, supplies, materials, engineering design, and supervision to design, manufacture, and deliver this equipment. Design and delivery shall be coordinated with the Service Point of Contact Personnel, to be revealed after contract award has been determined. PHYSICAL SPECIFICATIONS: 1) The Brush/Wood Chipper Model 813XT or Equal must have the minimum of the following: ALL salient characteristic of Model 813XT (standard features are as follows: Live Hydraulics, Feed Sensing with Auto Reverse, Hydraulic Feed Roll Lift with Down Pressure, 9000 LB Heavy Duty Jack, LED Light Package, Safety Light Package, Adjustable Height Exhaust Chute, Easy Adjust Exhaust Flap, and Flag Holders.) 2) 7000 lbs. axel, Electric brakes, Wide tires. 3) Caterpillar ®, 91 HP Diesel Engine Package. 4) High Speed Winch. 5) Wire Rope for Winch. Salient Characteristics Needed Towing Hitch, 2-5/16 ball, or 3 printle, adjustable for height. Tongue, 3 x6 x1/4 wall, regular steel tube. Bolt on tongue bracket is ½ steel plate with ¼ gussets wielded for extra support. Tongue Jack, 9000 lbs. capacity, heavy duty jack. Trailer, 2 x6 rectangular tubing with support gussets and continuous welds for strength. Fenders, Extra heavy duty ¼ diamond plate fenders with safety light guards. License plate, stop, directional and safety, 7-prong adapter. DOT approved. Lights, Safety Light Package over infeed Chute. Safety Chains, Two (2) 3/8 links x 30 length with slip hooks. Meets SAE safety standards. Axel, 7000 lb Torflex Axel, features an independent suspension, cushioned with rubber, providing a smooth quiet ride with no transfer of road shock from one wheel to the other. Electric brakes with break-away switch. Tire & Wheel Assemblies, 12.0 x 16.5, 10 ply. Paint, Orange, polyester powder coated paint offers excellent weatherability and protection against ultra-violet discoloration. Fuel tank, 25 gallon. 19-1/4 x 12 x 24, with lockable filler cap, sight gauge, and shock mounted with rubber cushions on all mounting brackets. Hydraulic Tank, Triangular. 16-3/4 gal. 24 high, 18 sides (1,881 sq. in.) Lockable filler cap with sight gauge and shock mounted with rubber cushions on all mounting brackets. Infeed Chute, Extra wide profile, ¼ thick steel plate sides, 57 x 33 x 45 from edge of standard infeed tray to center of feed roller for safety. Control bar positioned at top and side of infeed tray to control movement of material forward/neutral/reverse. Chipper Disk, 2 thick x 40 diameter disc, machined and balanced, mounted on a 4-1/2 diameter steel hub with 6 exhaust blades (approximately 700 lbs.) Chipper Bearings, 3 4 bolt flange bearing. Self-centering, heavy duty cast iron type. Chipper Blades, Six (6) 7-1/4 x 4 x ½, double sided, reversible, bolted, and set into 2 knife pockets machined into disc. Infeed Opening, 13 x 18 opening at the infeed roll. Bed Knives, Two (2) Horizontal, 1 thick x 6-1/4 x 15-3/8 and 1-Vertical, 1 thick x 7-5/8 x 12-15/16. Both knives are reversible and adjustable. Speed Sensing Hydraulic Lift, speed sensing with auto reverse. Hydraulic Lift Cylinders, 2-Feed roll lift cylinders with down pressure. Live Hydraulics, Live hydraulics with remote mount pump. Hydraulic Feed System, Heavy duty 800 lbs weighted box type feed system. Feed rate, 0 130 per minute. Hydraulic hoses 2,500 lbs., P.S.I. working, 10,000 P.S.I. burst, including hydraulic pump, control value with relief valve, hydraulic motors and 16-3/4 gal. Hydraulic oil reservoir. Live hydraulic, speed sensing and hydraulic feed roll lift. Hydraulic Feed Rolls, 2-Upper, 21 Diameter x 18 Long. Lower, 14-3/4 Diameter x 17-1/4 Long. Both with replaceable knife blades, or teeth, and scraper bars to prevent wrapping. Battery, 12 V automotive style, 900 cold cranks with lockable box. Tool Box, Lockable Tool Box. 7 W x 16-3/4 L x 6 H. Discharge, Height adjustable, 360 degree hand crank, swivel chute with easy adjust chip deflector. No tools required for adjustment. (270 degree stop available, if required). Overall, Total Length, 171, Width 80-1/2, Height to top of discharge 93, Weight-7,500 lbs. (approximately). -- All components shall be primed and painted in a durable paint coating that is bright or reflective safety colored to provide appropriate corrosion resistance. Touch-up paint will be required to repair any damages during shipping. -- Must be fully assembled upon delivery & have owner s manual/warranty attached to vehicle. -- Required 90 days maximum after date of award but, will accept delivery as soon as possible CONSTRUCTION SPECIFICATION: Purchased new component must meet two requirements. The component must be top of the line in quality and replacement parts must be locally available to any customer throughout the United States. WARRANTY: Prospective vendors shall be able to provide direct manufacturer support and shall directly issue a manufacturer's limited factor warranty of the government, Should cover (2) two years parts & Labor, excluding Batteries & Tires. 1) If applicable, brand names of major purchased components provided as part of the Equal Brush/Wood Chipper shall be noted on the vendor offering. This information is for REFERENCE ONLY and should not be construed as an attempt to limit competition. Specified brand names provided will not be given any weight during technical review and evaluation. 2) Vendor shall provide a cut sheet(s), schematic(s), diagram(s), or similar clearly indicating which Brush/Wood Chipper the vendor will be in search of for this acquisition.
