- Attachment 12 Consolidated Government Furnished Property (GFP) Attachment 11 Proposal Incorporation Memorandum Attachment 9 Past Performance Questionnaire Attachment 8 Past Performance Information Sheet Attachment 7 Subcontractor Consent Letter Attachment 6 Client Authorization Letter Attachment 5 Subcontracting Plan Checklist Attachment 4 Pricing Model Attachment 3 Section M Attachment 2 Section L Attachment 1 Performance Work Statement BA MFF RFP FA3002-16-R-0023 Air Force Installation Contracting Agency (AFICA), 338th Specialized Contracting Squadron (SCONS)/PKD, JBSA-Randolph, TX intends to award a single award, firm-fixed price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contract, with a five (5) year ordering period, to provide a CONUS Battlefield Airmen (BA) Military Free Fall (MFF) contractor provided turn-key operation for training to include: lodging, meals, transportation, instructors and support personnel for the delivery of the Air Force (AF) MFF Parachutist Course (MFFPC). A full and open competitive, best value, subjective tradeoff source selection will be conducted IAW Federal Acquisition Regulation (FAR) Part 15.3, Defense Federal Acquisition Supplement (DFARS) Part 215.3, Air Force Federal Acquisition Regulation Supplement (AFFARS) Part 5315.3, and the Department of Defense Source Selection Procedures. See attached written Solicitation No. FA3002-16-R-0023 and attachments (total 12) for additional information and instructions. Any questions, concerns, and/or requests for clarification to this notice or requirement must be submitted in writing, via email, to the Point of Contracts (POCs) identified below no later than 07 Apr 17/ 5:00 PM (CST). The RFP closing date and time is no later than 25 Apr 2017 / 5:00 PM (CST). It is the responsibility of each offeror to continue to monitor and review this posting for potential notices of RFP amendments, updates, Questions & Answers, or changes to current information. Failure to respond to the electronically posted RFP and any amendments prior to the due date and time for receipt of offers may render an offer as non-responsive and will result in rejection. This solicitation includes two Security Information items (PWS Appendix A-7 and RFP Attachment 10) containing information that is only to be viewed by vendors who are preparing a proposal for this requirement. A separate posting for access request will be issued immediately after the issuance of the RFP. This information is not to be shared with non-essential personnel or parties without a need to know.
