- The Fort Hood Health Contracting Cell Regional Health Contracting Office, Central Army Health Contracting Activity, MEDCOM, Fort Hood, Texas intends to award a Firm Fixed-Price, sole source "bridge" contract to Isom Enterprises, Inc., a Woman Owned Small Business, under authority 10 USC 2304(c)(1) as implemented by FAR 6.302-1(a)(2)(iii)(B) -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, for Medical Transcription Services for William Beaumont Army Medical Center, El Paso, Texas, on or about 27 March 2017. The applicable NAICS code for this requirement is 561410, and the size standard is $15,000,000. A "bridge" contract is needed to ensure Medical Transcription Services, a mission essential service, continues. There are certain barriers that would make it impossible for another source to meet the full performance date of 1 April 2017. The multiple Information Technology (IT) and security requirements that must be met prior to accessing the Composite Health Care System (CHCS) ESSENTRIS systems at WBAMC; Contractor information technology (IT) equipment must be submitted and mailed to WBAMC IT security staff for equipment validation and software upload; Contractor must be able to obtain and provide proof of a Certificate of Networthiness (CoN); the Business to Business (B2B) Agreement must be completed, established and approved. Given the nature of the services and the amount of coordination required to prevent a disconnect in service, a transition of this service from one contract company to another is anticipated to take approximately two to three months. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. All responsible sources may submit a capability statement, which shall be considered by the agency before the intended award date. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored as a result of this notice and any information provided will not be used as part of any subsequent solicitation requirement. No telephonic inquires will be honored. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Fort Hood Regional Health Contracting Office - Central intends to make a sole source "bridge" award to Isom Enterprises, Inc., 102 Elizabeth Ave, Altamonte Springs, FL, 32701-7922.
