- Safety Health and Mission Assurance (SHeMA-2) Draft Statement of Work [DSOW] The National Aeronautics and Space Administration (NASA) Glenn Research Center (GRC) issues this Safety Health and Mission Assurance (SHeMA-2) Sources Sought Notice (SSN) NNC17ZQ003L for planning and market research purposes only related to Research and Development (R&D) support services for Institutional Operational Safety, Occupational Health, Mission Assurance and Management Support for Aero/Space Flight Systems and Ground Support Equipment programs at GRC. The work is currently being performed under Safety Health Environmental and Mission Assurance (SHEMA) contract NNC13BA05B. This SSN notice is also issued by the NASA/GRC to post a SHeMA-2 Draft Statement of Work [DSOW]. The DSOW is for information and planning purposes, to allow industry the opportunity to verify reasonableness and feasibility of the requirements, to give industry the chance to provide written input to the Government on the DSOW, and promote competition on the R&D support services described for all institutional facilities, operational and occupational safety, health and the mission assurance aspects of space flight and aeronautics activities at GRC's Lewis Field (LF) in Cleveland, Ohio, and Plum Brook Station (PBS) in Sandusky, Ohio. This is not a request for quote or proposal. This sources sought synopsis (SSS), request for information (RFI), is released pursuant to FAR 15.201, Exchanges with industry before receipt of proposals, and is being issued to conduct market research. No solicitation exists; therefore, do not request a copy of the solicitation. It is the potential Offeror's responsibility to monitor the Federal Business Opportunities website (FBO/FedBizOpps) for the release of any information, updates, solicitation or synopsis. The NASA/GRC is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Economically Disadvantaged Woman Owned Small Business (ED-WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), SBA certified Historically Underutilized Business Zone (HUB Zone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for the potential Safety Health and Mission Assurance (SHeMA-2) procurement. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB) or Economically Disadvantaged Woman Owned Small Business (ED-WOSB), Service Disabled Veteran (SD-VOSB), or SBA Certified HUB Zone business set-aside based on responses hereto. The North American Industry Classification System (NAICS) code for this procurement is 541712, Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) with a size standard of 1000 employees. Interested offerors/vendors having the required specialized capabilities to meet the above requirements and the DSOW work should submit a capability statement of TEN [10] pages or less indicating the ability to perform all aspects of the effort described. Responses shall be submitted electronically via e-mail as one (1) single Microsoft Word (.docx) or Adobe (.pdf) file, 12 point Times New Roman font, to the Contracting Officer, Dawn R. Pottinger at dawn.r.pottinger@nasa.gov. Responses shall be submitted no later than 2:00 pm Eastern on Monday, March 27, 2017. Responses to NNC17ZQ003L SHeMA-2 shall include: 1. E-mail subject line: NNC17ZQ003L SHeMA-2 and your company name; 2. Complete name and address of firm/company; 3. DUNS number; 4. CAGE code; 5. Size of business; 6. Average annual revenue for past 3 years and number of employees; 7. Ownership; 8. Identification of the business as large, small, small disadvantaged, 8(a), Woman-owned, Economically Disadvantaged Woman Owned, Veteran Owned, Service Disabled Veteran Owned, Historically Underutilized Business Zone and Historically Black Colleges and Universities)/Minority Institutions; 9. Number of years in business; 10. Affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); 11. Written input on the SHeMA-2 Draft Statement Of Work (DSOW); 12. List of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each contract, link relevant work performed to the functional areas listed in the SHeMA-2 DSOW); 13. Point of contact - address, e-mail and phone number; 14. A high level capabilities statement relevant to this potential SHeMA-2 DSOW effort. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The Government is under no obligation to issue a solicitation or to award any contract on the basis of this RFI. This synopsis is for information and planning purposes, is not to be construed as a commitment to acquire any products or services by the Government, and all information provided by interested offerors/vendors is entirely voluntary. The Government may utilize the information provided by respondents in developing its acquisition strategy. The Government does not intend to award a contract on the basis of this SSN nor will the Government pay for information solicited. Responses to this SSN will not be returned, and respondents will not be notified of the results of the review.
