This request for information does not commit the Government to contract for any supply or service. Any responders to this notice are advised that the Government will not pay for any information or administrative costs incurred in response to this notice; all costs associated with responding to this notice will be solely at the interested party's expense. Not responding to this notice does not preclude participation in any future RFP, if issued. Should a future solicitation be released, it will be synopsized on the Federal Business Opportunities (FBO) website: https://www.fbo.gov. It is the responsibility of interested parties to monitor FBO for additional information pertaining to this or future Navy requirements. This is a sources sought/Industry Day notice for information, market research and acquisition planning purposes. The Naval Sea System Command is conducting market research on behalf of the Surface Ship Weapons Program Office (IWS 3.0), to determine the feasibility and capability of industry to execute the Engineering and Manufacturing Development (E&MD) efforts required to design, build, test and qualify a multi-mission Hyper Velocity Projectile (HVP). The HVP provides multi-mission capabilities for Anti Surface Warfare (ASuW), limited Anti Air Warfare (AAW), and Naval Surface Fires Support (NSFS) aboard DDG/CG platforms equipped with the MK 34 Gun Weapons System (GWS). The MK 34 GWS is composed of the 5" MK 45 MOD 4 Gun Mount, the MK 160 Gun Computer System, and the MK 20 Electro-Optics Sensor System. HVP will provide an extended range (over the horizon), low cost per kill capability for ASuW (FAC/FIAC), AAW (UAV, Helo, CMD) and precision NSFS. Interested parties may identify their interest and capability to respond to the requirement in response to this notice through a capability statement. Interested parties should submit a capability statement (not to exceed five pages) that demonstrates their capability to provide the supplies and to perform the services described herein. The capability statement shall include: -Company name -Address -Business size (small, small disadvantaged, 8(a), women-owned, HUBZone, veteran-owned, or service-disabled veteran-owned) [more than one category may be selected as applicable] -Point of contact (POC) information for the interested company -Company's technical capabilities The capability statement should also identify, by contract number, past or current contracts and/or subcontracts that were awarded to your firm, period of performance, contract type, contract amount, a description of the relevant corporate experience gained, and a point of contact for the customer/recipient of the work performed. No telephone inquiries will be accepted. The Government does not commit to providing a response to any comment or questions. No basis for a claim against the Government shall arise as a result of this announcement. Responses should be received no later than 17 February 2017. Additionally, companies who believe they may be able to provide these requirements and are interested in finding out more about the needs of IWS 3.0 for this potential procurement are cordially invited to attend an Industry Day event to be held on 16 March 2017 at 9:00am. This event will be held in University Hall at the University of Mary Washington Dahlgren Campus in Dahlgren, VA. C ompanies must register by emailing Mr. Christopher D'Antuono by 1400 EST on 10 March 2017, providing the company name as well as the names of representatives that will be attending. Due to limited seating, each company is allowed up to three (3) representatives. The agenda will be as follows (Updated on 3/13/2017): 0800-0830: Check-In 0830-0845: Welcome and Introduction 0845-0900: HVP Program Overview 0900-0930: Contracting Details 0930-0945: Break 0945-1115: HVP Requirements Overview 1115-1200: Industry Submits Written Questions 1200-1330: Break 1330-1430: Response to Industry Questions The following general information is provided to assist interested contractors in preparation for HVP Industry Day. More detailed information will be presented by the Government on the day of the event. - In accordance with the planned Industry Day agenda and ground rules, the Government is requesting feedback from Industry partners on initial program plans presented at the HVP BLK 0 Industry Day. Industry day will, also, provide a forum for the Government to clarify program plans and objectives. - HVP BLK 0 will provide Initial Operational Capability (IOC) for the 5" MK 45 MOD 4 Gun Mount emplaced on Aegis Weapon System equipped DDG-51 Class Destroyers and CG-47 Class Cruisers. - The US Navy is currently planning for an IOC during 4QFY23 for HVP BLK 0. - HVP BLK 0 will provide a prime weapon foundation for future HVP capability upgrades as new platform sensors or gun launch systems are fielded by the US Navy. - Building on previous HVP risk reduction efforts, the E&MD prime weapons vendor will define the HVP BLK 0 tactical architecture in order to meet the HVP BLK 0 Performance Specification, Interface Control Documentation, and Aegis Weapon System integration requirements. - The US Navy is planning for contractor development of the HVP BLK 0 projectile and propelling charge as an integrated system. - The US Navy plans to provide an HVP BLK 0 life-cycle container as GFE. - The US Navy plans to utilize the MK 160 Fire Control System and conduct MK 45 Gun Mount Ordnance Alterations (ORDALTs) to integrate HVP BLK 0. An Interface Control Working Group (led by the US Navy) will be developed as part of the HVP BLK 0 E&MD phase in order to arrive at a final HVP BLK 0 to MK 45 Gun Mount Interface Control Document. - The US Navy is currently conducting trade studies and analysis to finalize HVP BLK 0 requirements generation. The final HVP BLK 0 performance requirements will be detailed in a performance specification which will be released at a later date. - The HVP BLK 0 will provide a maximum range of 26 nautical miles (nmi) or greater. - No foreign prime vendors are authorized.
