- Notice of intent to award a sole source contract modification to contract N62742-12-D-1829, a Cost-Plus-Award-Fee (CPAF) Indefinite Delivery/Indefinite Quantity contract, under the authority of FAR 6.302-1. The proposed modification will increase the not-to-exceed contract amount by $13.5 million to $98.5 million. Under the authority of FAR 6.302-1, the Government intends to award the sole source contract modification to AECOM Technical Services based on the Contractor ™s extensive knowledge of on-going projects for which they are able to provide continuity of services and timely completion of project requirement and avoid duplication of effort and unacceptable delays. AECOM has had extensive work at JBPHH over many years, including specific investigation in the Red Hill Oily Waste Disposal Facility (RHOWDF) area. The contractor also has the combination of essential technical expertise, experience, and capacity to handle the large and complex effort needed to address the Red Hill Administrative Order on Consent (AOC) and related regulatory requirements. The current contract capacity is inadequate to support additional work requirements associated with the RHOWDF and Red Hill Bulk Fuel Storage Facility AOC Statement of Work Section 6 (Investigation and Remediation of Releases) and section 7 (Groundwater Protection and Evaluation) requirements. The additional capacity will also support Fiscal Year 2017 Environmental Restoration, Navy (ERN) new task order awards and modifications. The additional $13.5M will satisfy the Governments immediate requirements until the follow on contract is awarded. A Justification and Approval (J and A) is provided as an attachment to this special notice. This notice is not a request for competitive proposals. Interested firms may identify and transmit their interest and capability to respond to the requirement to both priscilla.tamboa@navy.mil and kristopher.tom@navy.mil by close of business, 13 April 2017. A determination not to compete this proposed modification based on responses received to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct competitive procurement. This is not a request for a proposal. See Note 22.
