- VA69D-17-R-0623 Page 1 of 5 REQUEST FOR INFORMATION VA69D-17-R-0623 Project 676-324 Construct Two CLCs (3rd Party Water Quality Compliance Review) Introduction: The Tomah, WI VAMC, Projects Section has a full and completed design of two CLC (Community Living Center) Homes that includes site detention pond for storm runoff for the new area. These storm management pond features are new to the Facility along with the implementation parameters. The objective goal is to have tertiary level of assurance that the Tomah VAMC meets the criteria of EISA 438 along with meeting the Wisconsin Department of Natural Resources (DNR) regulatory requirements as a designated authority of US EPA. Responses to this RFI shall provide very specific details of past and current contracts demonstrating the capability to provide 3rd party expert analysis report that focused on the information outlined below (such as state and national codes, EISA requirements, Wisconsin DNR Stormwater technical standards, SME qualifications, Responses that provide highly detailed and specific examples rather than an outline of general capabilities shall generate given higher ratings. Action is a small business set-aside; additional consideration shall be provided to current CVE Certified Veteran Owned Small Business (VOSB) and CVE Service Disabled Veteran Owned Small Business (SDVOSB). NAICS Code 541330 Engineering a Small Business ($15.0 million Size Standard). Cost range: Less than $25,000. All business shall submit VA Form SF330 and supporting documents outlining qualifications. Scope of Work: Attachment 1 is a technical memorandum from the original designer that is intended to provide information on the site development storm water requirements and how the planned development is intended to meet those requirements. The Attachment 1 document shall be used in support of a Water Resources Application for Project Permits (WRAPP) and to document compliance with various federal requirements, as discussed below. This technical memorandum was prepared by the professional engineer who designed the system for this project. The report provides information on the storm water requirements for the proposed buildings and includes the following: Engineering Narrative write up Field Drainage Area Map Hydrological parameters and modeling Geotechnical Report Copy of WI DNR Permit Additional source information listed below may be required: Facility Management Technical Information Library EISA (2007) Section 438 Guidance Wisconsin DNR Stormwater technical standards to comply with NR 151, Wis. Adm. Code and Wisconsin stormwater infiltration performance standards contained in ss. NR 151.12(5)(c) and NR 151.24(5), Wis. Adm. Code. Other applicable conservation practice standards that are used to size effective infiltration area for stormwater practices include: DNR Conservation Practice Standard 1002, Site Evaluation for Stormwater Infiltration DNR Conservation Practice Standard 1003, Infiltration Basin DNR Conservation Practice Standard 1004, Bio retention for Infiltration Wisconsin Department of Natural Resources Specification S100, Compost The above information called out is necessary to understand the context for the designs and is critical to determine whether the proposed designs meet the EISA (2007) Section 438 guidance and other federal and state regulatory criteria. Review and study is to be completed by a validated SME with proven technical knowledge on implementing the stormwater runoff requirements for Federal Projects under Section 438 of the Energy Independence and Security Act. Contractors shall clearly demonstrate these qualifications and provide specific experiences. Identifiable minimum elements as a SME include: Time/ Experience/ Background or involvement with EPA. Time/ Experience/ Background with EISA438 Time / Experience/ Background with Hydrology Modeling Time/ Experience/ Background with Stormwater Ponds Experience with WI DNR statutory requirements Other credentials that are pertinent to the field Deliverable: 3RD PARTY SUMMARY REPORT The selected engineer shall provide, up front, an overall assessment in the Summary Report that clearly states whether or not the submitted design and Technical Memo MEETS OR DOES NOT meet the intent of EISA 438. If the assessment determines design DOES NOT meet the requirements, the summary report shall clearly identify deficient and acceptable areas. If the assessment determines the design DOES meet the requirements, the summary report shall provide specific comment supporting this decision. Follow on qualifiers and recommendations to the assessment will provide further functional evaluation of the proposed design as submitted and will include identifiable deficiencies, if noted, and recommended improvements. Items that will be reviewed include: Review of and comparison with the Storm water runoff requirements for federal development projects as required by EISA (2007) Section 438 guidance. Review of stormwater management facilities based on the VA s Office of Construction & Facilities Management Technical Information Library Site Development Guidance. Review of and comparison with infiltration and flow requirements as determined by the Wisconsin DNR Stormwater Runoff Regulation The assessment will provide recommendations for corrections or recommended improvements where these are noted. The recommendations will be made in written form and will not undergo an additional modeling analysis for validation in meeting other state or federal requirements. This report shall not include any re-engineering rather it only includes an analysis of the current design and recommendations. Tomah VMAC will make all final decisions in relation to the work and will maintain control over the development and implementation of the design. By providing this 3rd party review, the evaluator is not responsible for whether the recommendations meet Wisconsin DNR stormwater management requirements. Those requirements have already been reviewed by WI DNR and approved. Report study shall be stamped by a professional engineered (PE) that has full knowledge of local and Wisconsin State statutory requirements. Scheduled delivery for above is 15 Days from NTP.
