- This document outlines the notice of intent to sole source along with the camera specifications. The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under the authority of FAR 13.106(b)(1), with NaturalPoint, Inc. for the acquisition of Optitrack Prime 41 Cameras to be used by the NIST Engineering Laboratory (EL). ***** The NIST Robot Systems for Smart Manufacturing (RSSM) program contains a project focused on Performance of Collaborative Robot Systems (PCRS). The PCRS project addresses the measurement science challenges hindering the advancement of robot technologies working collaboratively in flexible factory environments with and without humans in-the-loop. This includes human-robot and robot-robot collaborations. One component of the PCRS project focuses on "mobile manipulators," robot arms mounted to and working collaboratively with mobile, robotic bases. The development of measurement science at NIST to advance mobile manipulator performance involves the use of collaborative, industrial robot systems mounted to different mobile bases. To assess the performance of mobile manipulator technologies that provide safe and accurate performance in support of collaborative robot operations, requires a highly accurate tracking system with unique capabilities to measure and overlay data from the tracking system onto real-time images of the actual scene. The Prime 41 cameras with supporting hardware being procured will serve as the 13th through 20th Prime 41 camera and connect to the Optitrack system to allow higher performance from the current twelve Prime 41 camera tracking system by providing a much more focused measurement capability within a smaller test area. The eight (8) cameras being purchased will be focused from closer range on the assembly artifact where peg-in-hole insertion by the mobile manipulator will occur. Overall, the Prime 41 cameras will support the following research areas: 1. Develop test methods and use cases specific to mobile base and mobile manipulator performance and safety 2. Leverage collected data available from the current system to improve understanding of current and future collected data sets for the development of test methods, metrics, and artifacts 3. Validate existing and/or newly developed performance and safety evaluation tools on real industrial robotic systems relevant to manufacturing systems 4. Development of optical tracking standards needed to deploy evaluative techniques and tools
