THIS REQUEST FOR INFORMATION (RFI) SOURCES SOUGHT IS ISSUED SOLELY FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. 1. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research only to make appropriate acquisition decisions and to gain knowledge of Small Business Capability, including Service Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses (SDVOSB/VOSB) interested and capable of performing the work. 2. Requesting Service is to preform preventative maintenance on three (3) 500 hp Superior, 16mil BTU boilers and related equipment at the VA Greater Lost Angeles Healthcare System, Sepulveda Ambulatory Care Center (16111 Plummer Street, Los Angeles, CA 91343). The Contractor shall have extensive experience with high pressure steam boilers and boiler operation to perform in accordance with the attached Statement of Work (SOW). Please review the attached draft Statement of Work (SOW). Feel free to provide comments on the proposed requirement and provide suggestions that may improve the outcome of this requirement. All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) database found at https://www.sam.gov. Registration must include Representations and Certifications. --End of Sources Sought Announcement-- STATEMENT OF WORK (SOW) It is imperative that all contractors shall have extensive experience with high pressure steam boilers and boiler operation to perform the SOW written below. Bidding contractors shall provide proof and have a minimum of 20 years experience with high pressure steam fire tube boilers, complete boiler maintenance, boiler operation, adjusting, tuning, and testing, with natural gas and alternate fuels. The contractor shall have experience with boiler controls, such as Clever Brooks, and AB programmable logic controllers The contractor shall vast knowledge of SCAQMD requirements, and VA directives with boiler operation and maintenance. The contractor shall be familiar with VA directive VHA Directive 2008-062 and all safety devices covered in this directive. 1. OBJECTIVE The required service is to preform preventative maintenance on (3) 500 hp Superior, 16mil BTU boilers and related equipment at the VA Sepulveda Ambulatory Care Center (16111 Plummer Street, Los Angeles, CA 91343). This quote includes maintenance on the Ely Propane delivery system located outside of building 202. The contractor shall follow the scope of work stated below. In the event of any deficiencies are discovered during the maintenance, the contractor shall notify the facility manager to determine the course of action. VHA directive 1810 and all VA standards and policies shall be followed and documented. 2. BACKGROUND The VA Sepulveda requires annual maintenance on each steam boiler for safe and efficient operation. Due to the downgrade of Utility Operators and staff limitations, the Sepulveda facility has fallen short of planned and preventative maintenance at the boiler plant. 3. SCOPE The contract shall: Conduct annual cleaning, inspections and calibrations on 3 steam boilers and associated equipment as follows: Conduct lock-out / tag-out on all boiler energy sources per VA shutdown schedule. Open up boiler front and rear fireside doors. Remove all fireside gaskets and associated sealing insulation. Brush all fireside tubes free of deposits. Clean boiler front and rear tube sheets free of rust and debris. Clean boiler Morrison tube free of debris. Wash coat refractory surfaces as required. Provide all confined space equipment for inspecting and cleaning service. Disconnect, remove and plug 2 existing steam pressure relief valves. Conduct boiler hydrostatic test at 1.5 times the operating pressure with a pneumatic hydrostatic test pump and calibrated gauge. Inspect tube sheets for any water leakage at the seal welded and rolled boiler tube penetrations. Report test pressure and any leakage. Provide digital pictures of any leaks. Reinstall relief valves using new gaskets. Conduct hydrostatic test on economizer relief valve to verify proper operation. Drain waterside free of all water and debris. Open up all man / hand-hole inspection / clean out plates and associated gaskets. Prepare all plates and associated rings for new gaskets. Inspect, clean and lubricate all feed-water connections, strainers and valves. Lubricate all steam and water valves. Tighten all steam valve and water packing glands. Remove all boiler water / steam column plugs, Warrick level probes and McDonald Miller float head for inspection and cleaning. Replace McDonald Miller level control wiper assembly. And Warrick level control probes with new stainless steel ¼ probes. Replace water column gauge glass and associated gaskets and connecting pipe crush washers. Replace liquid level float assembly gasket. Replace any plugged or defective piping nipples, fittings or valves found during the cleaning process. Flush out and remove all water side scale buildup from the belly of the boiler. Report amount of scale removed from the boiler. Retain scale sample for chemical testing contractor to analyze. Inspect and clean all boiler surface and bottom blow down connections. Remove and dispose of existing cast plugs. Replace all plugs removed with solid forged steel hex design. Open up and remove any inspection plugs or access plates on the associated feed water economizers. Provide and schedule a Hartford qualified government boiler inspector to conduct VA require internal and external inspection on each of the three boilers. Have main boiler pressure gauge calibrated by a certified calibration lab. Close water-side and fire-side using new gaskets after Boiler inspector s internal inspections. Reinstall all water column floats, new probes and associated new plugs using new thread sealant, pipe tape and gaskets. Remove pilot assembly and associated ignition electrode. Clean and set electrode gap. Replace ignition electrode, associated cable and connector. Replace burner sealing gaskets if evidence of leak by is present. Conduct electronic leak test of all boiler natural gas / propane piping. Remove and clean Honeywell UV self- checking scanner lens and associated sight pipe. Calibrate all boiler pressure and temperature transmitters using certified calibration equipment. Provide calibration reports on all instruments calibrated. Inspect and clean associated boiler s feed pump y-strainer and all other strainers in the boiler s feed water supply piping. Fire up boiler to operating pressure and tighten man / hand-hole gaskets. Test the following boiler safety devices to verify proper operation after inspection: High water alarm, Low water alarm, Low water cut out, Auxiliary low water cut out, High steam pressure trip and Auxiliary high steam pressure trip. Conduct steam relief valve pop tests. Replace missing stack dial thermometers. Provide and install new burner combustion air blower inlet filters provided by customer. Analyze and adjust burners on natural gas and propane for SCAQMD permit conditions, efficiency and safe operation throughout the burner operating range. Provide a paper and electronic report of inspection results, Boiler Inspectors Permit, instrumentation calibration reports combustion analysis reports and safety device operating status. Label all safety devices for current operating and trip set points. Clean up boiler area of all inspection / cleaning related debris. Place boiler on line in automatic operation. Open, inspect, clean and test condensate tank and all associated level control controls and connecting pipes. Replace gauge glass and associated gauge glass isolation valves. Calibrate associated Honeywell level controller and valve I/P transducer. Conduct auto tune sequence on Honeywell UDC controller to update PID constants. Open, inspect, clean and test feed water DA tank and all associated level control controls and connecting pipes. Replace vacuum breaker. Replace gauge glass and associated gauge glass isolation valves. Calibrate associated Honeywell level controller and valve I/P transducer. Conduct auto tune sequence on Honeywell UDC controller to update PID constants. Open, inspect, clean and test bottom blow down tank and all associated controls, connecting pipes and cooling system. Disconnect, remove and calibrate 3 Sage natural gas flow meters. Disconnect, remove and calibrate 3 Sage propane gas flow meters. Disconnect, remove and replace 4 each propane vaporizer Fisher pressure regulating valves. Disconnect, remove and replace 4 each propane vaporizer regulating valve rubber hoses and fittings Adjust propane vaporizer pressure regulators for proper operation and specific gravity. Analyze and adjust propane vaporizer burner combustion per SCAQMD permit conditions. 4. PERFORMANCE MONITORING The Contracting Officer Representative (COR) will monitor contractor performance and certify the work was done in accordance with the SOW. 5. SECURITY REQUIREMENTS N/A 6. PERIOD OF PERFORMANCE The period of performance will begin two weeks from the date of award and shall be completed within three (3) months. hours of Work: VA Sepulveda 6:00 AM 3:30 PM ** Excluding National holidays.
