This notice is issued as a Request for Information (RFI)/Sources Sought (SS) and Industry Day announcement. This notice DOES NOT constitute a Request for Proposal nor does it represent any commitment by the Government. Since this is a RFI/SS announcement, no evaluation letters and/or results will be issued to the respondents. No reimbursement will be made for any costs associated with providing information in response to this announcement. No telephone calls will be accepted requesting a bid package or solicitation. A solicitation does not presently exist. 2. The 772nd ESS is seeking interested sources to provide information to facilitate in gathering market research for the Air Force Contract Augmentation Program (AFCAP). A draft Performance Work Statement (PWS) is listed at Attachment 1. Sources are being sought to perform the actions that are within the scope of the AFCAP program: The Air Force Contract Augmentation Program (AFCAP) supports the United States Enduring National Interests, National Security Interests and National Military Objectives as stated in the National Military Strategy and U.S. State Department Strategic Goal 2(footnote 1) by providing commanders and/or any U.S. Government agency a responsive, force multiplier option as the U.S. Government responds to global disorder. The AFCAP contract mechanism contains the capability to provide contingency planning; deploying; and training/equipping of forces; and emergency/contingency construction, logistics/commodities, and services. AFCAP is a contract with extensive worldwide support capabilities, able to respond in minimal time. The purpose of this contract is to draw on the resources and expertise from the private sector to provide a full range of Base Operating/Life Support (BOS/BLS) and logistical support on an as required basis to support all programs. Requirements focus on emergency/contingency construction, logistics/commodities, and services to support the Air Force, any DOD component, or any U.S. Federal Government entity operating to: 1) deter, deny, and defeat state adversaries,(footnote 2) 2) disrupt, degrade, and defeat Violent Extremist Organizations (VEOs),(footnote 2) 3) strengthen our global network of allies,(footnote 2) and 4) strengthen America's foreign policy impact on our strategic challenges.(footnote 1) Under the authority of the National Command Authority, joint or combined U.S. military forces, North Atlantic Treaty Organization (NATO), U.S. State Department or multinational forces utilizing U.S. Government appropriations, AFCAP participates in a wide spectrum of activities which include but are not limited to Major Theater War(s); Small Scale Contingencies; Irregular Warfare; VEOs; support in foreign assistance; support in developmental assistance; support in humanitarian assistance; support in security assistance which includes "Foreign Military Sales"; supporting peacekeeping; supporting counterdrug; supporting counterterrorism; supporting maritime security operations; supporting recovery operations; supporting denial measures; base operating/life support (BOS/BLS); domestic/international emergency support; infrastructure/facility design, construct/build, operate, demolition, site restoration; deliberate and crisis action planning; military exercises to include Joint Chiefs of Staff sponsored; and providing/supporting activities defined in DOD Dictionary of Military and Associated Terms. 1 United States State Department - U.S. Agency for International Development, Joint Strategic Goal Framework 2 Joint Chiefs of Staff, The National Military Strategy of the United States of America 2015, description of the "National Military Objectives" 3. Respondents capable of satisfying all or some of the requirements stated herein should send an electronic copy of their response by 02 June 2017 not later than 13:00 Central Time. All respondents shall submit a completed copy of the questionnaire, titled AFCAP V Questionnaire (Attachment 2). Responses shall not exceed 5 pages in Times New Roman 12 point, 1-inch border, 8-1/2-inch by 11-inch paper (excluding Attachment 2) and shall include the following information: a)a narrative identifying the scope of past and current services contracted for within the past three (3) years describing the capabilities to perform services selected in item six (6) of the questionnaire. b)identify if contracted services were performed as a prime contractor, subcontractor, or teaming partner, include prime contract number and customer, and the location of supplied services Continental United States (CONUS) or Outside Continental United States (OCONUS). Provide both work completed under Firm-Fixed Price and Cost type contracts and corresponding awarded dollar value for each. All responses shall be submitted electronically to the following: Joseph R. The Government will be hosting Industry Day(s) from 2-5 May 2017 to enhance the understanding of the industry's interest in the AFCAP V program and assist in gathering market research. The event will be held at the Horizons Community Activity Center (Building 1550); 209 Louisiana Avenue, Tyndall Air Force Base, Florida 32403. The initial event will be in Ballroom B, starting at 0830 central time. This session will consist of an AFCEC overview, information from the program team, information from the contracting team, information from the Small Business representative, and will conclude with comments/questions from industry. The presentation is expected to end by or before noon. Due to the forum, attendees will be limited to three (3) representatives per firm. One-on-one sessions (if desired) with the Government team will begin after lunch on 2 May at the Horizons Community Activity Center conference room. Below are the timeframes that will be available for one-on-one sessions. 2 May: 1300-1730 Central Time 3 May: 0800-1730 Central Time (break from 1200-1300) 5 May: 0800-1200 Central Time One-on-one meeting focus will be limited to discussion of the draft Performance Work Statement (PWS), ensuring understanding of the AFCAP V acquisition, discussing performance approach, identifying risks, answering the Government provided questions (Attachment 3) and offering input into RFP development. One-on-one meetings will be limited to 20 minutes which includes 5 minutes for entry/exit. Formal company presentations or discussion on other areas of interest are not allowed. Time slots for individual meetings will be assigned on a first come, first serve basis. Available time slots, before being reserved, are shown at Attachment 4. Due to time constraints, your time will be cut short if you are late arriving for your scheduled time. Attendees will be limited to six (6) representatives and can include teaming partners. Directions to Building 1550 on Tyndall Air Force Base: Tyndall AFB is located on Highway 98 east of Panama City, Florida. From the West, proceed over DuPont Bridge, go past the Airey Gate (closed for construction) and enter Tyndall AFB through the Louisiana Gate. After getting on base, go straight on Louisiana Avenue and the Horizons Community Activity Center will be the last building on your right (if you reach the beach pavilion, you've gone too far!). Instructions for individuals without a CAC: If you do not have a CAC, you must supply the following information to the Contracting Officer by COB 17 April 2017 (Name, Date of Birth, Social Security number, Drivers License number and State). This information will be used by the Security Forces Squadron to conduct a background check required for base access. Once approved, names will be added to an Entry Authorization List which will be maintained at the gates. If you do not have a CAC and must use these alternate procedures it is recommended you arrive at the gate no later than 0800 central time.
