Destination: Naval Station Newport, Newport, RI 02841 The proposed contract action is for materials for which the Government intends to negotiate with only one source under the authority of 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1, Only One Responsible Source. The Government's need for these LRIP SDS RF modules is necessary to support EW NGA testing, production and procurement schedules. Advanced Radio Switching (ARS) has developed, designed, built and tested the initial development and proof of concept phases for these RF modules. The EW NGA program is now advancing from prototype development to the preproduction, Fleet use, and evaluation phase (first-of-class installation) and needs to acquire a limited number of preproduction RF modules. ARS is the only qualified vendor capable of producing these modules without resulting in unacceptable delays in fulfilling the Navy requirements that would negatively impact Fleet capabilities. The Contractor shall produce, assemble, test, certify, package, and ship the developmental EW RF Modules, originally designed, built and tested by ARS under a classified contract; receive, inspect, test, evaluate and quote the repair or upgrade of RF Modules returned by the Government; and complete the repair or upgrade of those RF Modules. The anticipated award date of RFP #: N66604-17-R-1097 is expected to be on or about 1 November 2017. This synopsis is not a request for competitive proposals. All responsible sources may submit a capability statement which will be considered by the Government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government. Information shall be submitted prior to the anticipated award date via email to all of the following points of contact: Debra Dube, debra.dube@navy.mil and Andrew Nagelhout at andrew.c.nagelhout@navy.mil,
