- THIS REQUEST FOR INFORMATION (RFI) - SOURCES SOUGHT IS ISSUED SOLELY FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. THIS IS NOT A REQUEST FOR PROPOSAL (RFP) AND A FORMAL SOLICITATION IS NOT AVAILABLE AT THS TIME. THIS NOTICE DOES NOT CONSTITUTE A COMMITMENT BY THE GOVERNMENT TO ISSUE AN RFP, CONTRACT OR ORDER. THE GOVERNMENT WILL NOT PAY FOR ANY EFFORT EXPENDED OR ANY MATERIAL PROVIDED IN REPSONSE TO THIS ANNOUNCMENT, NOR WILL THE GOVERNMENT RETURN ANY DATA PROVIDED. 1. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research only to make appropriate acquisition decisions and to gain knowledge of SBA Certified 8(a) Small Business Capability, interested and capable of performing the work. 2. The NAICS for this requirement is 611710 Educational Support Services 3. Interested and capable Contractors should respond to this notice not later than 12:00 PM EST on Monday, March 27, 2017 by providing the following via email only to Joyce Merrill at joyce.l.merrill.mil@mail.mil. (a) Company Name (b) Address (c) Point of contact (d) Phone, fax, and email of primary point of contact (e) Commercial and Entity Code (CAGE) and Data Universal Numbering System (DUNS) number (f) Business size (Confirm 8(a) status and include graduate date from the program) (g) Information regarding any plans for Joint Venturing (JV), or partnering to meet the requirements of the technical requirements. Provide information on how you would envision your company's area of expertise and those of any JV/partner would be combined to meet the specific requirements contained in this announcement. (h) A capability statement that addresses the organization's qualifications and ability to perform as a contractor specifically for the work described. (i) Respondents are also encouraged to provide specific examples of the Contractor's relevant experience providing the same or similar supplies/services to that described. Also include contract number and amount and point of contact information for the customer/recipient of the work performed. 4. No telephone inquiries will be accepted. The Government does not commit to providing a response to any comments or questions. No basis for a claim against the Government shall arise as a result of this announcement. 5. Any anticipated contract type is firm fixed price. 6. Proposed period of performance is: Base year: 13 July 2017 to 12 July 2018 Option Year 1: 13 July 2018 to 12 July 2019 Option Year 2: 13 July 2019 to 12 July 2020 7. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in the response. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. 8. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing RFI responses understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information. T h i s i s a no n - pe r sonal s er v i ces r equ ir e m ent t o p r o v i de the VTARNG's Regional Training Institute with courseware support in support of the courses conducted by the 3/124th Information Operations Battalion (further referred to as the "IO Schoolhouse"). Services are focused on the development, maintenance and quality assurance functions related to the courses and course platforms used to educate students attending the schoolhouse. Services also include the analysis of feedback received by students and instructors to identify trends and develop methods to improve student learning and the efficiency and effectiveness of course delivery. Highly desired AAS or BA in Instructional Systems Technology, Education, Human Factors, or a related discipline. Requires 7 years of experience in the facilitation of instructional courses, training programs, workshops, and seminars. Professional experience is commensurate with a formal undergraduate degree. The individual must have excellent oral and written communications skills, an ability to learn course content quickly, train course instructors and work with Instructional Systems Development professionals. Must be able to prioritize, assign, categorize, and track training course events. Other combinations of experience and education that meet the minimum qualifications may be substituted. Completion of Army Basic Instructor and Small Group Instructor Training Courses or equivalent. Experience in developing & providing technical and end-user training on computer hardware and application software. The Contractor shall comply with the following Government directives in order to successfully complete the tasks: • FM 3-13 Information Operations • ADP and ADRP 3-0 UNIFIED LAND OPERATIONS • ADP and ADRP 5-0 THE OPERATIONS PROCESS • ADP and ADRP 6-0 MISSION COMMAND • JP 3-13 INFORMATION OPERATIONS • TP 525-8-2, Change 1 THE U.S. ARMY LEARNING CONCEPT FOR 2015 • DA Pam 600-67 Effective Writing for Army Leaders Required Skill Set: In order to successfully meet the performance objective of this task order, the Contractor shall possess the following knowledge skills: • FA 30 Qualified • TIOC Qualified - Completion of Tactical Information Operations Course or Tactical Inform and Influence Activities Course, and granted ASI P4. • Blackboard Products • Adobe Connect / Defense Connect On-Line • Instructor qualified (ABIC and SGITC or their equivalents) and have at least 1 year relevant academic experience. Skilled in oral and written communication to convey information, explain issues to management, individuals and/or groups to accept a position or recommendations and accomplish objectives with which they might initially disagree or are hesitant to accept. Technical Specifications: Conducts the research necessary to develop and present training courses and appropriate training documentation and handouts. Introduce techniques which make learning more efficient and effective. Assesses and suggests applications of appropriate computer/technology-based innovations. Analyzes issues adversely affecting opportunities and outcomes of learning. Disseminates and applies proven educational techniques. All plans, reports, course development and programs shall be reviewed and approved by a government official prior to release. Course Development: Contractor shall use their expertise to update, develop, and maintain the Tactical Information Operations Course (TIOC) Phase 1 (also known as Inform and Influence Activities 102 (IIA102)) and Phase 2 online and traditional classroom lesson material in accordance with new doctrine, regulations, directives, and other guidance provided by the Training and Doctrine Command (TRADOC) and/or Army Information Operations Proponent Office (IPO). The contract will begin after the IPO validation of the course, requiring rapid implementation of changes before the first presentation of the course to students, or pilot course. This course will need additional attention throughout the year as the unit conducts after action reviews (AARs). Contractor shall write, develop, produce, and maintain the FA 30 (Information Operations) Phase 2 and Phase 3 online and traditional classroom lesson material in accordance with new doctrine, regulations, and directives and other guidance provided by the Training and Doctrine Command (TRADOC) and/or Army Information Operations Proponent Office (IPO). Specifically, IPO guidance is to transition much of FA30 Phase 2 from synchronous to asynchronous format. Contractor shall write, develop, produce, and maintain the Inform and Influence Activities 101 online lesson material in accordance with new doctrine, regulations, and directives and other guidance provided by the TRADOC and/or Army Information Operations Proponent Office (IPO). Contractor shall introduce techniques for courseware, writing assignments, and practical exercises which make learning more efficient and effective. Contractor shall work in a team environment to develop online/electronic or digital and traditional classroom lessons and related materials and makes suggestions for the use of instructional text, audio, graphics, animation, and video for interactive presentations that benefit learning. Contractor shall analyze issues which adversely affect opportunities and outcomes of learning, and disseminate and apply proven educational techniques to the lesson materials. Contractor shall provide technical guidance and support to IO Battalion members including assistance with instruction design techniques. Contractor shall do all necessary research to develop courses in accordance with military writing style guidelines. Course content shall be submitted to Course Manager for review and approval prior to being fielded. Contractor shall conduct research necessary to develop and present to instructors training courses and appropriate training documentation and handouts. Contractor shall assist unit personnel with writing and/or developing Distance Learning activities. Contractor shall apply sophisticated instruction design techniques that build advanced, engaging courses from new and existing content. Contractor will identify ways to improve the course development process and transition responsibility for all course development duties to the government by the end of the contract. Reporting: Contractor shall provide a weekly status report to commander of 3/124 th Information Operations Battalion, or his/her designee(s). At the end of each month, using weekly status reports, Contractor and 3/124th Commander (or designated representative) shall review monthly progress. Quality Assurance: Contractor shall design and develop a Quality Assurance method that tracks the success of the training program and provides a means to generate new training ideas for course content. Contractor shall develop a tracking measure for course evaluations to be documented and reviewed for possible implementation/changes in future courses. Contractor shall solicit feedback from instructors and other personnel to ensure the developed course materials complies with doctrine, incorporates current tactics, techniques, and procedures (TTPs), and follows best practices. Contractor shall establish a method for quality control for all development, and procedures to incorporate new ideas and methods. Contractor shall solicit feedback from trainees Contractor will identify ways to improve instruction and disseminate these to the government by the end of the contract.
