Description
This Notice is for planning purposes only and is not a Request for Proposal, Request for Quotation, or an obligation on the part of the National Institute of Standards and Technology (NIST) for conducting a follow-on acquisition. NIST does not intend to award a contract on the basis of this Notice, or otherwise pay for the information requested. No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of submission of responses to this Notice and NIST use of such information. General Information After the results of this market research are obtained and analyzed, NIST may conduct a competitive procurement and subsequently award a contract. If at least two small businesses are identified during this market research, then a competitive procurement that results may be conducted as a small business set-aside. Purpose The National Institute of Standards and Technology (NIST) is seeking to identify sources capable of providing a measurement system for assessment of power and force limited collaborative robots in accordance with ISO TS 15066. General Information Background Information The Robotic Systems for Smart Manufacturing Program is providing guidance to US Manufactures who are trying to implement ISO 10218 parts 1 & 2 Industrial Robot Safety Standards as well as supplemental ISO TS 15066 Collaborative Robots (these standards have also been adopted verbatim by the US RIA robot safety standards committee). Power and force limiting is a type of collaborative robot operation where a robot system is allowed to physically contact a human either intentionally or unintentionally. Power and force limited collaborative operation requires robot systems specifically designed for this particular type of operation. Risk reduction is achieved, either through inherently save robot designs or through a safety-related control system, by keeping hazards associated with the robot system below defined threshold limits values. Description of Requirement A measurement device is needed to assess power and force enabled collaborative robot systems in accordance with ISO/TS 15066:1016(E) Robots and Robotic Devices - Collaborative Robotics or the equivalent RIA TR R15.606-2016. The requirements for the device are as follows: 1.Force and pressure measurement device for assessing robot impacts in accordance with ISO/TS 15066:1016(E) [RIA TR R15.606-2016]. 2.Measurement ranges shall support the maximum permissible pressure and force ranges of all 29 body regions addressed in Table A.2 of ISO/TS 15066:1016(E) [RIA TR R15.606-2016] 3.Force measurement accuracy of 3.5% of full scale with maximum force range of 1000 N. 4.Force and pressure measurement and analysis capabilities for all supported measurement ranges in accordance with the transient and quasi-static limits specified in section 5.5.5.5 "Power and force control limits" of ISO/TS 15066:1016(E) [RIA TR R15.606-2016]. 5.Capability to replicate the biomechanical compression properties when performing force and pressure measures for all 29 defined human body regions of ISO/TS 15066:1016(E) [RIA TR R15.606-2016]. Instructions / Required Submissions Interested parties shall describe the capabilities of their organization as it relates to the requirement described above. The small business size standard associated with the anticipated NAICS code for this effort, 334519 - Other Measuring and Controlling Device Manufacturing - is 500 employees. Interested parties shall include their business size classification and socio-economic status in response to this notice. The following information is required to be provided as part of the response to this sources sought notice: 1.Documentation/Description of capabilities, which clearly demonstrates the capability of providing the required support system; 2.Documentation of any relevant experience in providing the required system; 3.Name, Address, DUNS number, CAGE code, business size, and point of contact information of the company; 4.Indication of whether the system specifications described in this notice are currently on one or more GSA Federal Supply Schedule (FSS) contract(s) or Government-wide Acquisition Contracts (GWACs) and, if so, the applicable contract number(s). 5.Any other relevant information that is not listed above, which the Government should consider in finalizing its market research. All information considered pertinent to the covered requirement must be sent to Adam C. Powell, via e-mail at adam.powell@nist.gov. Information submitted must be specific and address the aforementioned requirement. Submissions must be received not later than 5:00 p.m. Eastern Time on March 22, 2017.
