Description
Requirements document for Alt Evacuation Site- FLETC This Request for Information (RFI)/Sources Sought is issued solely for information and planning purposes only. This RFI does not constitute or imply that a solicitation for an Invitation for Bid, Request for Proposal, or Request for Quote will be issued now or in the future and does not commit the Government to contract for any supply or services. Further, the Department of Homeland Security (DHS), Federal Law Enforcement Training Centers (FLETC) is not seeking proposals and will not accept unsolicited proposals. The purpose of this notice is to conduct market research to identify qualified and interested sources that can provide the services stated in the attached requirements for an Alternate FLETC Student Evacuation site. All small and large businesses and educational facilities (both to be referred to as ‘firm') capable of performing the requirements indicated as attached are encouraged to respond to this notice. The information requested by this notice will be used within DHS to facilitate decision-making and will not be disclosed outside the agency. Firms are advised that the FLETC will not pay for any information or administrative costs incurred in response to the RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Respondents are advised that the Government is under no obligation to provide feedback to respondents with respect to any information submitted. All information received in response to this RFI is voluntary and will not be returned. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Not responding to this RFI does not preclude participation in any future solicitation, if any is issued. Although no guarantee of any further action on this request is implied, it is anticipated that a Blanket Purchase Agreement (BPA) would be established and BPA calls would be made as requirements generate. All requirements provided are for informational purposes and subject to change at the discretion of the Government if and when a solicitation is issued. The Government considers information on market capabilities, common industry standards, commercial terms and conditions and latest technological advances to be helpful. This request is to gather information from interested parties and is deemed essential as part of the FLETC collaborative and deliberate acquisition planning process. Firms can respond to both the lodging and dining requirements together or just the lodging or dining on an individual basis. The FLETC requests the following information from potential sources: • Company name, DUNS number, street address, website (if available) and a point of contact with phone number and email address; • If you have a current GSA contract for this related services, please provide the GSA Schedule Number and the SIC code that applies. • Business size, large or small business, and if small indicate if your firm is also one of the following socio-economic small disadvantaged business concerns (HUBzone, Woman-Owned Small Business (WOSB), Economically Disadvantaged Woman-Owned Small Business (ED/WOSB), 8(a) Disadvantaged, or Service Disabled Veteran Owned Small Business (SDVOSB)). • Are you registered in the System for Award Management (SAM) with the purpose of registration as being able to receive all awards? If not, be aware that the SAMs record includes other than "all awards" in the purpose of registration, the Government will not be able to make award to your firm. In addition, you must complete the representations and certifications section of the SAM registration. • Provide a brief capability statement (not to exceed 15 pages excluding brochures, pamphlets, catalogs and website information) that individually addresses the requirements as stated in the attached requirements for an Alternate FLETC Student Evacuation site. • Do you currently provide services with other Government agencies (to include Federal, State, and local) for similar work identified in this RFI? If so, were any of the services procured in accordance with FAR Part 12, Acquisition of Commercial Items? Please provide agency name, point of contact information and contract number, if possible, regardless if FAR Part 12 was utilized. • Does your firm have any other additional information the Government should consider in developing a statement of work or performance work statement for the described services. Please feel free to provide any comments or suggestions. • Can your firm provide all the lodging and dining capabilities listed in the attached requirements for an Alternate FLETC Student Evacuation site? a. If not, please provide information on the services you can provided? • If your firm is responding only to the lodging requirement, can you meet the estimated room quantities? a. If not, what can your firm provide? b. Are there dining facilities within approximately 5 miles of your location? i. If not, what is the distance to the nearest dining facilities? • If your firm is responding only to the dining portion of the requirement, can you meet the minimum meal requirements stated? a. If not, what can your firm provide? Respondents replying to this RFI should submit information listed above no later than April 13, 2017, 4:30 PM, Eastern Daylight Time.
