- THIS REQUEST FOR INFORMATION (RFI) - SOURCES SOUGHT IS ISSUED SOLELY FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. THIS IS NOT A REQUEST FOR PROPOSAL (RFP) AND A FORMAL SOLICITATION IS NOT AVAILABLE AT THS TIME. THIS NOTICE DOES NOT CONSTITUTE A COMMITMENT BY THE GOVERNMENT TO ISSUE AN RFP, CONTRACT OR ORDER. THE GOVERNMENT WILL NOT PAY FOR ANY EFFORT EXPENDED OR ANY MATERIAL PROVIDED IN REPSONSE TO THIS ANNOUNCMENT, NOR WILL THE GOVERNMENT RETURN ANY DATA PROVIDED. 1. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research only to make appropriate acquisition decisions and to gain knowledge of SBA Certified 8(a) Small Business Capability, interested and capable of performing the work. 2. The NAICS for this requirement is 621999 All Other Miscellaneous Ambulatory Health Care Services 3. Interested and capable Contractors should respond to this notice not later than 12:00 PM EST on Monday, March 27, 2017 by providing the following via email only to Joyce Merrill at joyce.l.merrill.mil@mail.mil. (a) Company Name (b) Address (c) Point of contact (d) Phone, fax, and email of primary point of contact (e) Commercial and Entity Code (CAGE) and Data Universal Numbering System (DUNS) number (f) Business size (Confirm 8(a) status and include graduate date from the program) (g) Information regarding any plans for Joint Venturing (JV), or partnering to meet the requirements of the technical requirements. Provide information on how you would envision your company's area of expertise and those of any JV/partner would be combined to meet the specific requirements contained in this announcement. (h) A capability statement that addresses the organization's qualifications and ability to perform as a contractor specifically for the work described. (i) Respondents are also encouraged to provide specific examples of the Contractor's relevant experience providing the same or similar supplies/services to that described. Also include contract number and amount and point of contact information for the customer/recipient of the work performed. 4. No telephone inquiries will be accepted. The Government does not commit to providing a response to any comments or questions. No basis for a claim against the Government shall arise as a result of this announcement. 5. Any anticipated contract type is firm fixed price. 6. Proposed period of performance is: Base year: 12 August 2017 to 11 August 2018 Option Year 1: 12 August 2018 to 11 August 2019 Option Year 2: 12 August 2019 to 11 August 2020 7. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in the response. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. 8. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing RFI responses understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. Background. The VT Army National Guard's (VTARNG) Deputy State Surgeon's (DSS) office has a requirement for contractor support to manage all aspects of the management and coordination requirements related to the scheduling, documenting, tracking and reporting of dental services required and provided to VTARNG soldiers. Requirements also include the management and coordination of information necessary to document the credentialing of VTARNG medical personnel, and data mining and analysis of information related to medical and dental programs. Spec i al Q ua lifi ca ti on s : T he Medical & Dental Coordinator shall have a minimum of three years of direct experience in medical records management. D esired Bachelor's degree in area(s) of expertise required by the PWS, as well as one year demonstrated capability in program / project management applications. The contractor will be involved with complex programs requiring a high-level of technical expertise and involving multiple tasks, and participation in briefings and meetings. Other combinations of experience and education that meet the minimum qualifications may be substituted. Subject Matter Expert knowledge of a variety of automated programs used in the Deputy State Surgeons Office including MedPros, Dental Classification Module of MedPros, Health Readiness Records (HRR), MedChart, Automated Voucher System (AVS), CCQAS (Centralized Credentials Quality Assurance System), Armed Forces Health Longitudinal Technology Application (AHLTA), and eProfile. Must possess computer operation skills using Microsoft Word and Excel. Analytical and evaluative techniques, and skills and abilities to identify problems, recommend solutions, and conduct studies concerning the efficiency and effectiveness of the organization's Medical and Dental programs to improve and optimize productivity and efficient utilization or resources. Comprehensive knowledge of administrative policies, procedures, regulations, and directives, and other National Guard Bureau and VT DSS programs to provide recommendations, develop technical user manuals, and develop course instruction materials. Skilled in oral and written communication to convey information, explain issues to management, individuals and/or groups to accept a position or recommendations and accomplish objectives with which they might initially disagree or are hesitant to accept. Skilled in the development and conduct of training related to automated programs used within the DSS. Comprehension of applicable state and federal regulatory guidance and current policies related to state licensure of clinical providers and allied health professionals. Comprehension of applicable dental treatment programs and policies and treatment modalities related to individual dental classifications. Dental Assessment and Treatment Administration, The Contractor shall: Develop matrices for information requirements for the Deputy State Surgeon (DSS), State Surgeon (SS) and Major Commands (MACOM) including 86 IBCT, 124 RTI, Garrison Support Command, JFHQ-VT on all process execution methods for dental assessment, provision for dental treatment, dental treatment follow up, data management and subsequent movement of Soldiers to increasing levels of dental readiness. This information will be utilized to allow state and MACOM representatives to collaborate, plan and execute dental readiness programming that maximize program efficiencies. Evaluate individual Soldier and unit dental assessment/ treatment event outcomes for quality assurance associated with timing of assessments and events, execution of treatments reporting findings to the DSS/SS and supported units to minimize conflict with established training plans and maximize Soldier participation. In collaboration with State Dental Officer (SDO) recommend process improvement methods for clinical and administrative efficiencies. Evaluate all dental readiness administrative information uploads that as captured in the Dental Module (DENCLASS) component of Medical Protection System (MEDPROS) for accuracy. Recommend to DSS quality improvement and information assurance methods that adequately assess validity of computer based systems. Coordinate with Reserve Health Readiness Program (RHRP) and local civilian contractors to make dental remediation and treatment appointments for Class III dental patients. Ensure all RHRP events for assessment and treatments are built in the Automated Voucher System (AVS) in MED-CHART database. Provide Soldier voucher non-compliance and event treatment with civilian contractors to DSS for action with commands. Monitor Soldier non-compliance at event execution and report findings to DSS. Monitor all dental assessment and treatment event activity results. Ensure that Class III results, when accomplished, are documented and added to dental event report summaries for the SS/DSS. Review documentation and completed treatment plans provided by RHRP civilian contractor and provides weekly status report on dental events and remediation efforts to DSS. Medical Provider Credentialing, The Contractor shall: Maintain a data base for all State credentialing and privileging committees to include all provider civilian Continuing Medical Education (CME) records and credits. Maintain processes to track all administrative data requirements for State credentialing and privileging committees. Maintain tracking systems that will allow for efficient coordination with NGB identified provider (Currently Military Credentialing Solutions or MCS) and through Centralized Credentials Quality Assurance System (CCQAS) to ensure completion of Interfacility Credentials Transfer Brief (ICTB) for medical providers traveling outside of Vermont to practice at other Medical Treatment Facilities (MTF). Provide quality assurance for the maintenance of tracking systems for privileging and credentialing committees and provide recommendations to the SS/DSS for system improvement and data assurance. Maintain tracking systems for all VTARNG medical providers pending credentialing boards and their current packet status. Develop training programs and materials on this tracking system and provide to DSS. Develops information conduit systems between VTARNG medical providers and MCS for credentialing issues with National Guard Bureau. Provides reporting on effectiveness of information flow to the SS/DSS. Develop systems management for 68W Recertification process to ensure compliance with civilian agencies that mandate Continuing Medical Education (CME) and provide monthly reports to the DSS regarding individual Soldier progress to civilian Emergency Medical Technician-B (EMT-B) recertification's which will be used to provide notification to the Soldiers unit regarding the status of their certification and recertification. Develop training modules and products for the DSS to ensure that all credentialed providers are aware of all requirements and can self-initiate automated portion of credentialing and privileging process. Conduct Data Mining and Trend analysis, The Contractor shall: Evaluate data integrity and current input, use and information management practices with a goal of providing information to leaders so that they can focus on improving processes and methods with a focus on increasing Individual Medical Readiness (IMR). Review, evaluate current internal tracking procedures and data systems that involve state management of IMR, credentialing and 68W process management. Report findings to DSS recommend changes to leaders that will include the ability to achieve real-time posting and review of changes to individual and unit medical readiness, provide timely updates to CME status changes and deadlines. Provide forensic reporting mechanism to help identify root cause of Soldier medical status changes and provide recommendations for future improvements. C ollect data needed to support the establishment of a functional process for units to manage soldiers movement to Medical Readiness Class 4 (MRC4 undetermined status). Gather data regarding timelines from initial injury to establishment of profile and subsequent return to duty (RTD) or Medical Decision Making Point (MDMP). Report findings to SS/DSS and recommends process changes to ensure soldier medical progress tracks with profile management. Ensures that trending issues and results from information gathering are reported to SS/DSS and addressed. Utilize the medical data bases contained in the Directors Personnel Readiness Overview (DPRO) to conduct data mining activities. Reports results and trending to SS/DSS. Develops training module to ensure that commands can have awareness and utilize the DPRO, MEDPROS, DENCLASS database management tools as a method to increase unit and IMR. Medical Records Administration Evaluation, The Contractor shall: Reviews Medical Administration and record management and provides SS/DSS with assessment of timely and accurate hard copy data uploads to Health Readiness Record (HRR) and appropriately filed to hardcopy Clinical Medical Record (CMR). Identifies discrepancies and reports results to SS/DSS monthly. Provide quality assurance on all records to evaluate accurate and appropriate indexing of the CMR both hardcopy and automated CMR. Reports results to SS/DSS Monthly. Prepare analysis on compliance and/or status of and for MACOMs using army command drilldown tools in MEDPROS to include but not limited to: Immunization; individual and unit readiness; HIV; DNA; Dental; and pre/post Deployment Health Assessment reports. Prepare reports from existing data to support command information requirements and data trends. Products provided to SS/DSS for review. Identify problems and inconsistencies with medical data and provide assessment to SS/DSS. Develop training products and provide training on quality assurance / quality control medical records administration processes. Training materials and student handouts provided to DSS for review and approval prior to use for training.
