- This is a synopsis for noncommercial items prepared in accordance with FAR 5.207 as supplemented with additional information included in this notice. This procurement is being processed on an unrestricted basis. The North American Industry Classification System (NAICS) Code for this acquisition is 334418. The Small Business Size Standard is 750 Employees. The Naval Undersea Warfare Center, Division Newport, RI (NUWCDIVNPT) intends to award a Firm-Fixed-Price (FFP) with a Cost Plus Fixed Fee (CPFF) CLIN contract on a Sole Source basis to Crane Electronics for Low Rate Initial Production (LRIP) of Signal Distribution Subsystem (SDS) Radio Frequency (RF) Modules. NUWCDIVNPT is procuring these preproduction LRIP SDS RF modules to support preproduction fleet use in support of the Next Generation BLQ-10/A Submarine Electronic Warfare System program. NUWCDIVNPT intends to purchase the following items on a Firm Fixed Price basis: CLIN 0001: Developmental Electronic Warfare (EW) Radio Frequency (RF) Modules Crane V-MFA-1141 Built In Test (BIT) Module - Qty 50 Crane V-MFA-1142 UHF-Low SHF Distribution Module - Qty 10 Crane V-MFA-1143 Low SHF Distribution Module - Qty 10 Crane V-MFA-1144 Mid-Low SHF Distribution Module - Qty 10 Crane V-MFA-1145 Mid SHF Distribution Module - Qty 10 Crane V-MFA-1146 SHF Combiner Module - Qty 30 Crane V-MFA-1147 Mid-High SHF Distribution Module - Qty 10 Crane V-MFA-1148 High SHF Distribution Module - Qty 10 Crane V-MFA-1149 SHF Notch Filter Module - Qty 34 Crane V-MFA-1150 SHF Amplification Module - Qty 18 CLIN 0002: Test, Inspect & Evaluate EW RF Modules NUWCDIVNPT intends to purchase the following items on a Cost Plus Fixed Fee basis: CLIN 0003: EW RF Module repairs and upgrades CLIN 0004: Data for CLIN 0001 (Not separately priced). Note: Stepladder quantities to be determined. Required delivery of CLIN 0001 is no later than 12 weeks after date of contract. Ordering period for CLINs 0002 and 0003 is two years after date of award. F.O.B. Destination: Naval Station Newport, Newport, RI 02841 The proposed contract action is for materials for which the Government intends to negotiate with only one source under the authority of 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1, Only One Responsible Source. The Government's need for these LRIP SDS RF Modules is necessary to support EW NGA testing, production and procurement schedules. Crane Electronics has developed, designed, built and tested the initial development and proof of concept phases for these RF modules. The EW NGA program is now advancing from prototype development to the preproduction, fleet use, and evaluation phase (first-of-class installation) and needs to acquire a limited number of preproduction RF Modules. Crane Electronics is the only qualified vendor capable of producing these modules without resulting in unacceptable delays in fulfilling the Navy requirements that would negatively impact fleet capabilities. The Contractor shall produce, assemble, test, certify, package, and ship the developmental EW RF Modules, originally designed, built and tested by Crane Electronics under a classified contract; receive, inspect, test, evaluate and quote the repair or upgrade of RF Modules returned by the Government; and complete the repair or upgrade of those RF Modules. The anticipated award date of RFP#: N66604-17-R-1096 is expected to be on or about 1 Nov 2017. The synopsis is not a request for competitive proposals. All responsible sources may submit a capability statement which will be considered by the Government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government.
