- The U.S. Fish and Wildlife Service (USFWS), Contracting and General Services in Falls Church, VA intends to award a purchase order to the Wildlife Management Institute, 1146 19th Street NW Suite 700, Washington, D.C. 20036 to administer and disburse funds to subcontractors in Canada who will conduct duck banding operations in eastern Canada. The objective of this work is to provide the means for estimating harvest rates and survival rates of ducks in eastern North America. Those estimates enable the Service to make sound harvest management decisions. The Wildlife Management Institute is a private, nonprofit, scientific and educational organization that is dedicated to the conservation, enhancement, and professional management of North America's wildlife resources. The Wildlife Management Institute is uniquely qualified to perform the activity based on demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability, technical expertise, and other such unique qualifications. The Service has supported the eastern Canada duck banding program annually since 1997. The primary target species are mallards and American black ducks, the two most important duck species in eastern United States. The work is carried out in Ontario, Quebec, and the Atlantic provinces of Canada by banding crews consisting of federal and provincial agency staff as well as nongovernment personnel. The international adaptive harvest management strategy for black ducks that is used to set black ducks hunting regulations in the U.S. and Canada, and the eastern mallard adaptive harvest management strategy that is used to set annual duck hunting regulations in eastern U.S., both depend on the annual survival and harvest rate information that this program provides. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). All responsible sources may identify their interest and capability for this requirement by responding to this announcement. All proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
