SOURCES SOUGHT: THIS IS ONLY A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUCEMENT. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The U.S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone Small Business concerns, Service-Disabled Veteran-Owned Small Business concerns (SDVOSB), 8(a) certified Small Business concerns, Woman-Owned Small Business concerns or Small Business concerns, or to solicit as Unrestricted. The U.S. Coast Guard is seeking Interested Vendors with successful past performance, current relevant experience, personnel/resources, equipment, and capability to complete repairs to the marine diesel and gasoline systems at USCG Station Point Allerton in Hull, MA (Plymouth County) and USCG Station Castle Hill, Newport, RI (Newport County). The applicable North American Industry Classification System (NAICS) code is 237120, with a small business size standard of $36.5M Million. The total estimated value of the procurement is between $500,000 and $1,000,000. Performance and Payment bonds will be required. The performance period is estimated to be 150 days from issuance of Notice to Proceed. Station Point Allerton - replace 1100 ft of marine diesel and gasoline fuel piping connecting a shore side aboveground storage tank (AST) to three (3) dispensers located at the end of a 550 ft pier. Additionally, replace two of the three dispensers and replace electrical and leak detection equipment. Perform civil site work in support of the new system. Station Castle Hill - replace 400 ft of marine diesel and gasoline fuel piping connecting a shore side AST to a two-product dispenser on an adjacent pier. Install an additional 3000 gallon AST to expand marine diesel storage capacity. Replace electrical and leak detection equipment. Perform civil site work in support of the new system. To prevent interference with operational SAR season, the existing fueling systems will not be disconnected until after Labor day in September 2017. Additionally, project will require close coordination with the Sector Logistics Offices to secure alternate fueling locations for station boats, as neither station is well suited for temporary fueling equipment on site. Your response should include the following: (a) a positive statement of your intent to submit a proposal for this solicitation as prime contractor; (b) a statement identifying your certified small business designation (if any); and, (c) evidence of prior successful repairs to marine fueling systems to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers. Your response is required no later than 20 MARCH 2017. All of the above must be submitted in sufficient detail for a decision to be made on an applicable set-aside.
