Description
FY17 NAAF LXEZ17-5444 CONSTRUCT PF CHANGS RESTAURANT, KADENA AB, OKINAWA, JAPAN The Japan Engineer District (JED) of the U.S. Army Corps of Engineers, is performing a market survey for a forthcoming Design-Build project titled, "PF Changs Restaurant, Kadena AB, Okinawa, Japan". This announcement constitutes a market survey that is being conducted for planning purposes only and the information received will assist the Government in developing an acquisition method for this project. This notice does not constitute a commitment by the Government for any follow-on announcements, solicitation or award. This is NOT a solicitation. The Government will not pay for any information provided as a result of this market survey. This market survey is intended for local sources only. Local sources are those sources physically located and licensed to conduct business in Japan. Firms interested and capable of performing this work are highly encouraged to submit a response. Pursuant to Federal Acquisition Regulation (FAR) Part 10, Market Research, the purpose of this notice is to identify sources capable of satisfying the Government's requirement. This survey seeks qualified and capable contractors to submit responses to this notice in order to adequately plan the acquisition. If your company would like to be considered as a potential source for this work, please submit a response adhering to the below submission requirements. PROJECT DESCRIPTION Project Title: FY17 PF Chang's Restaurant Project Location: Kadena AB, Okinawa, Japan Project NAICS: 237990, Other Heavy and Civil Engineering Construction Project Magnitude: Between ¥2,500,000,000 and ¥10,000,000,000 (Japanese Yen) (Utilizing a rate of: 100 Yen to 1 U.S. Dollar) Project Description: Provide project planning, design, construction services to perform the following work: Project will construct a 622 square meter PF Chang's Restaurant with a 103 square meter enclosed patio section on Kadena Air Base, Okinawa Japan. Restaurant to be constructed to P.F. Chang's franchise specifications. The restaurant will include construction of a new kitchen, prep-area, full bar, dining area, dishwashing area, walk-in cooler space, receiving area, dry storage area, liquor storage area, administrative space, men and women toilets, family toilet, and host area. Supporting facilities include additional parking spaces, site improvements, and all appurtenances for a complete and usable restaurant. This project shall be designed and built using modern methods, energy/utility conservation measures, and construction technology to provide an economical and functional restaurant facility. *The estimated period of performance is 548-730 calendar days (TBD). Procurement Method: The Government will award a single construction contract to the offeror that represents the best overall value using Lowest Price Technically Acceptable (LPTA) procedures. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS MARKET SURVEY In order to adequately plan for this project's procurement, the Government requests the following information from interested firms: 1. Company name, address, phone number, email, Cage Code and point of contact 2. Capability statement from your company, identifying applicable skills, experience, knowledge, past performance and equipment (type and size) required to successfully complete this requirement. Please provide information on projects of same or similar scope, complexity and magnitude, completed within the past 5 years. This information might be used to help determining LPTA evaluation factors. 3. Factors the Japan Engineering Division (JED) could address to reduce your risk and/or cost. 4. Identify your current construction bonding levels: a) Per contract b) Aggregate contract bonding level 5. A statement of intent from your company, that should this project be formally solicited, you will submit a bid.
