- The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to issue an award on a sole source basis (IAW FAR 13.106-1(b)(1)) to Missouri Botanical Garden (MOBOT), 2345 Tower Grove Ave, St. Louis, Missouri, to provide DNA metabarcoding data for parasite and dietary items of the bats Antrozous pallidus, Leptoncyteris yerbabuenae, Myotis lucifugus, and M. velifer, and ERDC-EL's DNA metabarcoding data for sex, species identification, presence of White-nose Syndrome, and population size estimation will validate the accuracy of data from Multifaceted DNA Metabarcoding (MDM) in specific populations of bats that have known, well-characterized population attributes, demonstrate how the approach can be used to assess population parameters in complex bat populations on DoD lands, and compare the relative accuracy, cost, and negative effects on bat populations of this demonstration to those incurred using conventional approaches. This work advances efforts to develop and demonstrate an advanced capability, referred to as MDM, for studying wildlife populations. In particular, it will assist in demonstrating this capability by helping provide key data for the management and conservation of threatened and at-risk species of bats, namely through a unique set of metabarcoding data. The intended procurement will be classified under North American Industry Classification System (NAICS) 541711 with a Small Business Size Standard of 1000 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data sufficient to determine capability in providing the same or similar product. All capability statements received by the closing date of this publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Capability statements shall be submitted only by e-mail as a Microsoft Office Word, Microsoft Office Excel, or Adobe PDF attachment to Janalyn.H.Dement@usace.army.mil. Statements are due by 12:00pm Central Standard Time, 20 March 2017. No phone calls will be accepted.
