Description
The Air Force Research Laboratory, Eglin AFB, Florida intends to extend the period of performance and increase contract ceiling amount on contract FA8651-12-D-0043, Technology Research for Integrated Guidance Simulation (TRIGS) with Engiligy Corporation, 3750 Centerview Dr, Changilly, VA 20151 currently set to expire 26 March 2017. Under TRIGS, Engility Corporation conducts research and development for Scene Generation and Sensor Modeling, Hardware-in-the-Loop (HWIL) for Guided Weapons and Hardware-in-the-Loop Technology Development. In execution of the contract, Engility Corporation develops real-time and non real-time phenomenology modeling software, hardware rendering architectures, and high-fidelity sensor integrated fly-out simulation environments for evaluation and development of sensor algorithms. The contractor also develops real-time closed-loop 6DOF simulations, hardware electronic interfaces, sensor optical interfaces, Hardware-in-the-Loop visualization and analysis capabilities and performs research into weapon concept limitations, potential areas for weapon guidance technology improvement and maturity of weapon technologies relative to flight testing and transition to the warfighter. The contractor develops scene projector control electronics, GPS simulators, Flight Motions Simulators and other capabilities relevant to real-time stimulation of sensors on weapon systems. The capability to evaluate, characterize and calibrate these technologies and to develop associated protocols and techniques is essential. This action will modify the current contract for a maximum period of nine (9) months, from 26 March 2017 through 31 December 2017 and increase the contract ceiling amount by $4,000,000 from $45,000,000 to $49,000,000. This extension and contract ceiling increase is needed to satisfy R&D mission needs at Eglin AFB, FL until the subsequent Kinetic Kill Hardware-in-the-Loop Simulation Technology for Advanced Research (KSTAR) contract can be competed and awarded. This extension is pursuant to 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Due to the complex nature of this effort and the highly specialized services involved, the government anticipates Engility Corporation is the only responsible source for the extension of these services. If any other contractor was to provide these services, the Government would experience unacceptable delays in fulfilling the agency's requirements. Interested persons may identify their interest and capacity to respond to the requirements specific to this extension and ceiling increase. The Government will not be responsible for any cost incurred by interested parties in preparation of information or documents related to this extension and ceiling increase. Based upon the responses to this notice, the Government retains sole discretion to not compete the proposed contract action to extend these services and increase the contract ceiling amount. Information received will be considered solely for the purpose of determining whether or not to extend these services and increase the contract ceiling amount. Any responses to this notice of intent shall be submitted to Catherine Gray @ catherine.gray.2@us.af.mil and are due on or before 28 March 2017, 11:00 AM Central Daylight Time (CDT).
