Description
The following Questions were recieved by the Contracting Office regarding the solicitation. The Answers are included herein: 1. The lift requirement and heights, what are the distance from the crane base? The data I find on a CH-47 is the width is 12 foot 5 inches. Is it safe to infer that the 6 foot 3 inches is the minimum distance? ANSWER: For the CH-47, 6'8" is the approximate distance from centerline to the body edge. This represents the physical dimension of the aircraft. When determining minimum distance required, Offerors should take into consideration the need to safely position the load from its origin to a maintenance support fixture or from its fixture to its intended location on the aircraft. 2. Is there a required distance the crane has to stay away from the body of the helicopter? ANSWER: There is no specified minimum distance the crane needs to be placed from the aircraft as long as the crane is capable of safely positioning the load from it spoint of origin to its maintenance support fixture or from its support fixture to its intended location on the aircraft. 3. Item 4 the requirement is 35 feet. Is this a correct value? ANSWER: 35 Feet is the correct threshold value while 40 feet is the objective value. 4. Does the external electric power have to propel the wheels as needed or just run the boom and hoist functions of the crane? ANSWER: The threshold capability is that the crane must be fully functional and self-propelled using the Diesel engine as stated in the PID and CPD. The objective capability is that the crane should be able to perform lift/reach functions with only external electrical power applied. A crane that retains complete functionality (the ability to move around and to perform necessary lifting operations) also meets the objective. Objective capabilities will be evaluated during SSPD testing as a Best Value to the Government 5. With issues in listing the solicitation and attachments on Fed Biz Ops and the need to email access to the documents, what is considered the 30 day start point for submission of proposals to the US Army? NMC-Wollard was granted access to the documents on March 7, 2017. Thirty days from that date would be April 6, 2017, is this correct? ANSWER: 6 April 2017 is the correct due date for proposals. A Solicitation Amendment will be forthcoming extending the due date from 3 April 2017 to 6 April 2017. 6. In attachment 12, Product Item Description (PID), para. 3.11.4, "the crane should be operable (locomotion and/or crane functionality) by plugging into 208 volt alternating current (VAC)..." is this meaning for the crane boom/hoist to operate electrically and/or the chassis operate (travel across the ground) electrically? ANSWER: The threshold capability is that the crane must be fully functional and self-propelled using the Diesel engine as stated in the PID and CPD. The objective capability is that the crane should be able to perform lift/reach functions with only external electrical power applied. A crane that retains complete functionality (the ability to move around and to perform necessary lifting operations) also meets the objective. Objective capabilities will be evaluated during SSPD testing as a Best Value to the Government 7. Also in attachment 12, PID, para. 3.12.3, "the crane should have a remote control system capable of controlling the reach and lift load system from the working vicinity of the crane hook." Is this meaning the crane reach and lift operation to be controlled from a technician located on the top of an aircraft? NMC-Wollard is working to determine the length of cable required for a remote control panel. ANSWER: Yes. The statement is intended to mean that the crane's lift and reach operations should be controllable from on top of an aircraft. The length of cable can be found on page 87 of the pdf document/solicitation: "If the Offeror has the capability, the proposal shall clearly and specifically describe if and how their design is able to operate via a wired or wireless remote control. Include, at a minimum, if the remote control is able to operate all lift and reach functions within the full extension radius of the boom to allow the operator to be positioned next to the load." So, as it is stated per se, if it has a wired remote, it has to reach out to the maximum radius of the boom at full extension.
