- SYNOPSIS & INDUSTRY DAY NOTICE WEATHER RADAR ANTENNA PEDESTAL REFURBISHMENT SYNOPSIS: The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS) has a need to refurbish the Next-Generation Weather Radar (NEXRAD)'s Weather Search Radar - 88 Doppler's (WSR-88D) Antenna Pedestal. (16) Description: The National Weather Service (NWS), National Oceanic and Atmospheric Administration (NOAA) within the Department of Commerce (DOC) manages the Next-Generation Weather Radar (NEXRAD) network high-resolution Weather Search Radar - 88 Doppler (WSR-88D). The NEXRAD fleet is comprised of 166 pedestals, of which 159 are installed in radars supporting weather operations, three (3) are support pedestals supporting research, system testing, and training, and four (4) are spare pedestals. The radar sites are located throughout the Continental United States (CONUS), and in select Outside of the Continental United states (OCONUS) locations. The WSR-88D pedestal is a 22,000 lb piece of equipment within a large radome that is mounted to the top of a tower, the height of which varies from 5 meters to 30 meters. The contract scope will include: (1) refurbishment of up to 169 pedestals (includes spares); (2) disassembly of the antenna and connecting waveguide and removal of the radome prior to removal of the installed pedestal; (3) replacement of the removed pedestal with a refurbished pedestal along with re-installation of antenna, waveguide, and radome; and (4) transportation of pedestals between the refurbishment facility and the radar sites. The Government anticipates award of a single-award Indefinite Delivery - Indefinite Quantity (IDIQ) Contract. The procurement is anticipated to be a Total Small Business Set Aside in accordance with the associated North American Industrial Classification System (NAICS) code 334519 - Other Measuring and Controlling Device Manufacturing, with a corresponding size standard of 500 employees. The IDIQ Period of Performance will include a five-year base period, and two (2) one-year options. The base period will include five (5), one-year ordering periods. INDUSTRY DAY NOTICE: The National Oceanic and Atmospheric Administration, Acquisition and Grants Office (AGO) Western Acquisition Division (WAD) anticipates hosting an Industry Day / Pre-Solicitation Conference in support of the Next-Generation Weather Radar (NEXRAD) Weather Search Radar - 88 Doppler (WSR-88D) Pedestal Refurbishment, scheduled as shown below: Wednesday, March 22, 2017 - Industry Day/NOAA's Presentation Thursday, March 23, 2017 - One-on-One meetings with Industry WAD's goal with the Industry Day event is to provide a forum to better communicate requirements, determine best commercial practices and increase competition by sharing information. The anticipated timeframe for release of the draft Performance Work Statement (PWS) and Industry Day details is on or about February 22, 2017.
