- The Department of Health and Human Services, National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Biomedical Informatics and Information Technology (CBIIT), Infrastructure Branch (IB), plans to procure Standard Support and Upgrades for Existing Government-Owned Agiloft Software Licenses, on a sole source basis, from Agiloft, Inc., 460 Seaport Ct Ste 200, Redwood City, CA 94063 - 5548. The response close date of the notice for this requirement is in accordance with FAR 5.203(a)(1). This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1(b)(1) and FAR 13.501-(a)(1). The North American Industry Classification System code is 541519 and the business size standard is $27.5 million employees. The anticipated period of performance shall consist of a 12-month base period, plus four (4) 12-month option periods. It has been determined there are no opportunities to acquire green products or services for this procurement. The U.S. Department of Health and Human Services, National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Biomedical Informatics and Information Technology (CBIIT), Infrastructure Branch (IB), currently uses Agiloft as its Help Desk Ticketing System and Contact Management for NCI Cancer Biomedical Informatics Grid (caBIG) program applications. The purpose of this requirement is to procure standard support and upgrades for existing Government-owned Agiloft perpetual software licenses (current version: 6 R 9.0). The Contractor Support Technicians shall provide support and upgrades, and resolve technical issues that occur while using Government-owned Agiloft Software licenses. Support shall include the following users: ­-24 NCI users and unlimited end users ­-27 Floating users and unlimited end users The Contractor shall provide the following: ­-All upgrades and enhancements ­-Web support, 24 hours a day, 7 days a week -Toll-free telephone support, Monday through Friday, 7:30 am - 8:00 pm EST ­-1 business day response time ­-Unlimited support cases The requested support and upgrade for the existing Government-owned software licenses is provided exclusively by Agiloft Inc., the OEM Manufacturer. There are no domestic resellers or distributers that are authorized to provide technical support for the Agiloft software licenses. Additionally, no other support or upgrade is compatible with the existing Agiloft software licenses. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 11:00 AM EST, on March 20, 2017. All responses and questions must be via email to Contract Specialist, Megan Kisamore, at megan.kisamore@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, Contractors must be registered and have valid certification in the System for Award Management (SAM.GOV) and have Representations and Certifications filled out.
