- FA7022-17-R-0001-0002 Amendment 2 **NOTE - This notice replaces FBO Presolicitation Notice FA702217R0004** This is a formal Request for Proposal (RFP) for the Technical Sensor Radar Support (TSRS) contract. This is a synopsis for a competitive services acquisition as required by FAR Part 5.2. Attached to this FBO notice is the final RFP including all attachments. The AMIC, Det-2 OL/PKA (Patrick AFB, FL) has a requirement to provide highly specialized Advisory and Assistance Services (A&AS) and Information Technology Support Services to include: In-depth Evaluation of Radar System Engineering; Data Processing and Analysis; and Information Technology Technical Advisory Services for the Technical Sensor Radar Support (TSRS) Program on unique, highly sophisticated radar systems. A detailed engineering knowledge of two (2) different mobile radar systems designated Gray Star, and Cobra King programs, is essential to the success of this program in order to accomplish required performance monitoring, validation, verification, sustainment, and systems engineering tasks. Contractor personnel will be required to deploy to remote locations and be capable of foreign travel. Cobra King will require a contractor representative to deploy whenever the asset does (approx 40 weeks per year). This representative shall act as a technical advisor to the Air Force Mission Commander (MC). Mission need may dictate that work be performed in a declared hazardous duty area. SECURITY REQUIREMENT: Contractor personnel will have access to classified information, up to and including, the Top Secret clearance level. Contractor personnel will require access to secured areas. The contractor must have the capability to obtain Special Background Investigations (SBIs) prior to contract award. This acquisition will be conducted on an unrestricted basis, without set-aside. This service utilizes North American Industry Classification System (NAICS) code of 541 - Professional, Scientific, and Technical Services/541690 - Other Scientific and Technical Consulting Services, with a business size of $15M. The RFP will be available electronically on the FedBizOpps website only. Fax, telephone, written, or email requests for the solicitation package will not be honored. Contract award is anticipated for May 2018. The Government is contemplating the use of a contract with Cost-Plus-Fixed-Fee and Cost-Reimbursement (logistics, i.e., travel, materials, supplies) CLIN. The period of performance is for one (1) 6-month base period four (4) 1-year option periods, and one (1) 6-month option period, for a total of 5 years. Potential contractors must be registered in the Central Contractor Registry to be eligible for award (see https://www.bpn.gov/ccr/default.aspx). It is mandatory to obtain a DUNS number prior to registering in CCR by calling Dun & Bradstreet at 1-800-234-3867. All responsible firms may submit a proposal (after issuance of the RFP) and shall be considered for contract award. PHONE CALLS WILL NOT BE ACCEPTED. Firms responding must state whether they are a Small Business (SB), Small Disadvantaged Business (SDB), Woman-owned Small Business (WOSB), Historically Black College or University or Minority Institution (HBCU/MI), an 8(a) firm, a Native American Firm, a HUBZone firm, a Veteran-Owned Small Business Concern (VOSB), a Service-Disabled Veteran-Owned Small Business Concern (SDVOSB), a participant in the Very Small Business Pilot Program, or a Large Business based on the size standard above. The Air Force Federal Acquisition Regulation (AFFARS) 5352.201-9101, Ombudsman is applicable. (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Lt Col Aaron D. (INTERIM CHANGE: See Policy Memo 14-C-05). (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer. All questions and answers (except those with source selection sensitive information) will be posted to FBO. Offerors may submit questions to the Contracting Officer at any time; however, questions received after 1630 Eastern Time on 3 April 2017 may not be answered prior to the solicitation closing date. Please read through the entire final RFP and attachments prior to submitting questions. ***************** Amendment 0001 The purpose of amendment 0001 is to change the required response date to 12 April 2017. ***************** Amendment 0002 The purpose of amendment 0002 is to: a. Change the CLIN description for CLINs 0002, 1002, 2002, 3002, 4002, and 5002. b. Change the CLIN description for CLINs 0003, 1003, 2003, 3003, 4003, and 5003. c. Change the contract type from CPFF to COST for CLINs 0003, 1003, 2003, 3003, 4003, and 5003. d. Change the Period of Performance for CLINs 0003, 1003, 2003, 3003, 4003, and 5003. e. Change Section L, L-III Paragraph 1, Program Structure and Objectives f. Update Attachment 2, DD 254 Attachment 1, page 5, Contract Expiration Date from 30 Apr 2022 to 30 Apr 2023.
