Industry CRM for Draft LSA RFP LSA OTA Draft RFP Annex C - Model Agreement LSA OTA Draft RFP Annex C - Attachment 5 Reference Documents LSA OTA Draft RFP Annex C - Attachment 4 Compliance Documents LSA OTA Draft RFP Annex C - Attachment 3 DD254 LSA OTA Draft RFP Annex C - Attachment 2 Payment Plan Writing Instructions LSA OTA Draft RFP Annex C - Attachment 1 SOW Placeholder LSA OTA Draft RFP Annex B - OCI Mitigation Plan Checklist LSA OTA Draft RFP Annex A - Statement of Objectives LSA OTA Draft RFP This draft solicitation implements the Evolved Expendable Launch Vehicle (EELV) strategy to transition from the use of non-allied engines and to implement affordable assured access to space via sustainable competition with commercial providers. The strategy invests in new and/or upgraded commercial launch solutions that also meet National Security Space (NSS) requirements. These launch system investments include efforts required to complete the transition off non-allied engines and build upon the Air Force's Booster Propulsion Technology Maturation efforts started in early 2015 and the Rocket Propulsion System investments awarded in early 2016. The LSA Draft RFP is attached to this announcement. A comment resolution matrix (CRM) is included for any potential solicitors wishing to ask questions, provide feedback, or provide comments on the Draft RFP. This request is to industry, for planning purposes, and does not constitute an invitation for bids, request for proposals, quotes, or indication that the Government will contract for the items contained in this notice. The Government will not reimburse expenses incurred to interested parties for responses. All costs associated with responding to this Presolicitation will be solely at the responding party's expense. After the LSA Draft RFP has been posted onto FedBizOps, it will be placed in a bidder's library for SMC/LE future launch service solicitation.
