1.0 ABSTRACT 1.1 Provide the services of a qualified Sperry OEM REP to troubleshoot and repair four (4) each MK27F Fiber Optic Gyro (FOG). Compass serial numbers are: 02, 042, 88 and 108. POP: 03/20-6/31/17. Customer Return Material Reports (CRMR) apply for proposal 2500055941/55942/56260. 2.0 REFERENCES/ENCLOSURES 2.1 References 2.1.1 Sperry Service manual MS0314-5002743 REV B 3.0 EQUIPMENT DESCRIPTION/QUANTITY/LOCATION 3.1 Description Quantity Location 3.1.1 Sperry MK27F FOG 4 Various (see notes) P/N: 03956-4800880-1 S/N: 02, 042, 88 and 108 4.0 GOVERNMENT FURNISHED EQUIPMENT/MATERIAL/SERVICES 4.1 None 5.0 NOTES 5.1 The contractor and all subcontractors, regardless of tier must consult the General Technical Requirements (GTR) to determine applicability to this work item. In performance of this work item, the contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTR's including but not limited to GTR's 1-7,22,23,24, 28 and 29. 5.2 The contractors initial bid shall reflect the cost to repair the most likely cause of the failure and any additional parts/labor beyond that shall be requested via the MSC N10 Contracting officer via a written report. 5.3 Gyro's s/n 42, 88 and 108 are already at the NG-Maritime facility in Charlottesville, VA. MSC will ship the remaining gyro s/n 2 to contractors' facility for evaluation & repair. 5.4 The contractor NGMS shall assume the shipping return cost for all repair completed gyros to the MSC facility at W143 in Norfolk, VA 23511. 5.5 Gyro's s/n 42, 88 and 108 have already been examined and diagnosed under another contract and are only awaiting repairs only under this contract. Gyro s/n 2 requires diagnostics and repair. 6.0 QUALITY ASSURANCE REQUIREMENTS 6.1 Provide a 72 hour advance notification in writing to the MSC REP to attend an on-site QA test and inspection at the OEM shop in Charlottesville. Jerrie.Allen@navy.mil and Christopher.janes@navy.mil. 7.0 STATEMENT OF WORK REQUIRED 7.1 Electronic 7.1.1 Accept delivery of one (1) each MK27F FOG gyrocompass in the manufacturer's "clean room" shop ashore for analysis and repair. Upon completion of repairs return, (ship by traceable means) to the location designated by the MSC REP. Refer to Northrop Grumman Systems Corporation Maritime Systems Customer Return Material Reports (CRMR) that apply for MK27F compasses listed in 3.1.1 for proposals 2500055941/55942/56260. 7.1.2 Troubleshoot and repair the FOG in accordance with the manufacturer's service manuals and reference 2.1.1. Perform all vital system diagnostics and analyze for most economical repair. Perform repairs to the FOG and restore to "like new" condition. Install any relevant MFR recommended engineering software/hardware changes for improved performance or to correct known inherent design faults. Inspect, reseat and test all gyrocompass internal cable connectors. 7.1.3 Provide a copy of a detailed service analysis report which outlines defective parts, all procedures performed, voltage levels and all critical output readings such as heading, Pitch, & roll and pitch/roll range. 7.1.4 Perform a complete inspection and QA test in the presence of the MSC Electronics REP at the contractor's facility. Perform a complete operational performance test of the MK-27F in accordance with reference 2.1.1. Provide a copy of an advanced written test plan and procedure to the MSC REP. Provide a signed, equipment serialized and dated certification report that the FOG has been inspected and tested by the MFR, is in like new condition and operates as designed.
