Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research only to make appropriate acquisition decisions and to gain knowledge of Small Business Capability, including Service Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses (SDVOSB/VOSB) interested and capable of performing the work. In addition, SDVOSB/VOSB Contractors are asked to acknowledge that they understand the limitations on sub-contracting pursuant to FAR 52.219-14, Limitations on Sub-Contracting, which will be included in the impending solicitation. Further SDVOSB/VOSB contractors are asked to respond that they are capable of providing the requested services keeping within the parameters of this clause. We are requesting the service of a contractor to provide water treatment chemicals for the central heating, and cooling plants located at Department of Veteran Affairs in the Greater Los Angeles area (VAGLAHS), 11301 Wilshire Blvd bldgs. #295 and 501. Please refer to the Statement of Work for the specifications for the required chemicals. Please note that if VA s pending market research establishes that two or more VOSB or SDVOSB, who are certified in VA s Vendor Information Pages (VIP) site https://www.vip.vetbiz.gov/, can perform the services VA will set aside the underlying solicitation per 38 U.S.C. §8127. These buildings are restricted access buildings and will require VA employee assistance for entry, thus, all deliveries are required to be performed between normal working hours (M-F 8-4PM). To reduce the risk associated with drum handling, all product deliveries must be made to the point of feed. To eliminate chemical handling by site personnel, all products must be capable of being fed neat (without dilution or contact). All treatment chemicals must be delivered automatically and no chemical handling is to be performed by government personnel. Empty drums will be removed and returned to the suppliers recycling facility. In order to minimize our liability in this regard, we require the winning bidder to be able to safely transfer each specified product into the existing chemical base tanks. The supplier is responsible for tank modifications that facilitate safe transfer of chemical at the site without any spills or loss of material. All chemical deliveries must be performed by a representative of the winning bidder. All chemical transfers will be made by a DOT and Hazmat trained delivery specialist. Precautions in transfer will be built into the procedure so that no chemical spills occur. If there is any spill, notification of VA personnel will occur immediately. During transfer operations the delivery specialist will wear a full complement of PPE. This includes, but is not limited to, hard hat, safety glasses with side shields, goggles or face mask, long sleeves, butyl rubber gloves, and steel toed work shoes. HEALTH AND SAFETY Your firm must provide GHS compliant Safety Data Sheets to ensure a safe work environment for VA personnel and to comply with all laws concerning the handling of hazardous materials. We require that a Safety Data Sheet accompany all first time orders and that the vendor operate a 24-hour, 7 day per week emergency phone number which can be called for emergency information regarding chemical spills and/or accidents involving your products. TRANSPORTATION REQUIREMENTS The program price must be F.O.B. Destination, freight prepaid. The price quoted will be considered to include all charges for transportation, packaging, pallets, containers, etc., necessary to complete delivery on a F.O.B. destination basis. The winning bidder must have a blending facility that is ISO Quality Certified. Please provide copies of ISO certification.
