Description
Title: United States Central Command Facilities Management and Maintenance Support Services ITSS File Access/Solicitation Number: ID04170007 Issuance Date: 14 March 2017 RFP Closing Date: 3 April 2017 12:00PM EST Questions Due by: 21 March 2017 4:00PM EST Past Performance Questionnaires Due by: 27 March 2017 4:00PM EST NAICS Code: 561210 (Facilities Support Services) Contract Type: T&M and CR Travel Synopsis: This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice and is being utilized in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in FAR Part 15.101, Best Value Continuum. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The NAICS code applicable to this procurement is 561210 (Facilities Support Services) with a small business size standard of $38.5 Million. This solicitation document incorporated provisions and clauses that are in effect through Federal Acquisition Circular (FAC) FAC 2005-92. The FAR requires that prospective contractors complete electronic annual representations and certifications in conjunction with their required registration in the System for Award Management (SAM) https://www.sam.gov. Requirement: USCENTCOM Forward Headquarters (CFH) requires professional and sustained facilities management, maintenance, deployment logistics, and engineering planning expertise in order to provide long range operational support IAW the attached Performance Work Statement (PWS). All vendors responding to this RFP must be registered in Qatar and possess TS/SCI clearance. Period of Performance Schedule: POP FROM TO 30 Day Transition 02 May 2017 31 May 2017 Base Year 01 June 2017 01 May 2018 Option Year 1 02 May 2018 01 May 2019 Option Year 2 02 May 2019 01 May 2020 Option Year 3 02 May 2020 01May 2021 Option Year 4 02 May 2021 01 May 2022 Option to Extend services (6-Months) 02 May 2022 02 Nov 2022 Contract Type: Time & Material (T&M) Place of Performance and Hours of Operation: The contractor is considered CENTCOM Mission Essential. Activities shall be performed both within the Continental United States (CONUS) and Outside the Continental United States (OCONUS). Client anticipates CONUS tasks will be performed at MacDill AFB, FL and OCONUS tasks will be performed in Al Udeid AB (AUAB), Qatar. The Contractor shall be required to provide labor hours in excess of forty (40) hours per workweek to include holiday and weekends, as well as irregular times and shifts based upon mission requirements. Proposal Submission: All interested offerors must submit their proposal via GSA's IT Solution Shop (ITSS) web-based order processing system. Proposals will only be received and awarded via ITSS. The webpage link is listed below and the ITSS Help Desk number is 1-877-472-4877. ITSS webpage is https://portal.fas.gsa.gov/. Vendors shall use IT Solution Shop (ITSS) to receive the RFP and submit its proposal. To receive the RFP, and submit a proposal for consideration for award, all interested vendors must: send GSA an email identifying (1) vendor's name, and (2) the name of an individual vendor employee who will act as the Vendor's GSA point of contact (POC) for this requirement that is "registered in IT Solution Shop (ITSS)". VENDORS MUST IDENTIFY THE COMPANY NAME OF THE VENDOR AND THE POC's NAME EXACTLY AS IT APPEARS IN ITSS. "Registered in ITSS" or "Registration in ITSS" means a vendor is successfully registered in ITSS such that the Government can select Vendor's designated POC in ITSS to receive the RFP, view an order, and be able to submit a proposal. Some vendors have multiple company divisions and employees registered in ITSS making it difficult for GSA selection. Therefore, to ensure that all interested vendors receive the RFP, prompt submission of the above ITSS vendor information (vendor's name and POC) is requested. ITSS requires that information under the contract number in ITSS be an exact match with the information in the System for Award Management (SAM) https://www.sam.gov. An award cannot be made if the information in each system does not match. Recommend the email be sent no later than 4:00 pm (EST) on 20 March 2017 to Keith Echols of GSA at keith.echols@gsa.gov and Tosha Wilson-Davis of GSA at tosha.wilson-davis@gsa.gov. This will ensure that potential offerors receive a copy of the RFP and have the capability to submit a proposal. Extension to the RFP closing date and time will not be granted due to late registration in ITSS. Any proposal received by GSA after the closing date/time is late and shall not be considered for award. General Information: Any contractual and/or non-price questions shall be submitted in writing via email to: tosha.wilson-davis@gsa.gov and keith.echols@gsa.gov no later than 4:00 PM EST on 21 March 2017 which allows a reasonable time before the Combined synopsis/solicitation closing date/time. Offerors shall furnish all the information requested by this solicitation. Offerors are expected to examine this entire solicitation document including the PWS. Failure to do so will be at the offeror's own risk. Quotations shall set forth full, accurate, and complete information as required by this solicitation package. The penalty for making false statements in quotations is prescribed in 18 U.S.C. 1001. Offerors submitting restrictive data will mark it as follows in accordance with the FAR Clause 52.215-1 Instructions to Offerors - Competitive Acquisition which is incorporated by reference. Clause 52.215-1 states: "Offerors who include in their proposals/quotations data they do not want disclosed to the public for any purpose or used by the Government except for evaluation purposes, shall - Mark the title page with the following legend: "This proposal/quotation includes data that shall not be disclosed outside the Government and shall not be duplicated, used or disclosed--in whole or in part--for any purpose other than to evaluate this proposal or quotation. If, however, a contract is awarded to this offeror as a result of--or in connection with--the submission of this data, and the Government incorporates the proposal/quotation as part of the award, the Government shall have the right to duplicate, use, or disclose the data. Also, this restriction does not limit the Government's right to use information contained in this data if it is obtained from another source without restriction. The data subject to the restriction is contained in sheets (insert numbers or other identification of sheets)"; and Mark each sheet of data it wishes to restrict with the following legend: "Use or disclosure of data contained on this sheet is subject to the restriction on the title page of this proposal." The Government assumes no liability for disclosure or use of unmarked data and may use or disclose the data for any purpose. Unless restricted, information submitted in response to this request may become subject to disclosure to the public pursuant to the provisions of the Freedom of Information Act (5 U.S.C. 551). Offerors shall specifically identify and address assumptions within their proposals. The Government reserves the right to reject any proposals that include any assumption that fails to assent to a material term of the solicitation.
