Description
The U.S. Government ("Government") currently occupies 26,000 American National Standards Institute/Building Owners and Managers Association (ANSI/BOMA) Office Area (ABOA) square feet (SF), of medical clinics and support space comprised of 18,000 ABOA SF of clinical, 3,000 ABOA SF of lab, and 5,000 ABOA SF of admin ABOA SF. The Government is considering alternative space if economically advantageous. The space must be functional and efficient, while providing a safe and comfortable environment for clinical research and laboratory services. The Government requires space to be available within the Baltimore area for immediate occupancy. The Government will consider the availability of alternate space that potentially can satisfy the Government's requirements as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication, data, and security infrastructure. It is imperative that the offered space is located at a site where the response time to a code blue announcement is less than 5 minutes, and in close proximity to a full services hospital where the Government physicians have privileges at an on-site hospital. Code blue is an emergency situation announcement in a hospital or institution in which a patient is in cardiopulmonary arrest, requiring a team of providers to rush to the specific location and begin immediate resuscitative efforts. The space must be fully serviced and the Lessor must provide the following services as part of the operating cost including fees: full maintenance and operating (O&M), Clinical Engineering services, Clinical Unit Onsite Lab Services, IT Equipment Maintenance, Laundry and Linens Services, Lumbar Puncture Services, Participant Meals services, waste disposal, recycling, and other reasonable requirements that the Government may request through the term of the lease at the expense of the Government. Physical Security requirements for a Level II will be required at the expense of the Government. The lease term requirement is for a 3 year term. The Government will reserve the right to give notice of termination with 180 days written notice after the second year. The following are other factors for consideration of space: * Proximity to public transportation * Surface Parking for 60 employees * Efficient Space Layout and floor plates * Security Considerations in Place [lobby, loading dock access, parking, etc.] Offered space must meet Government requirements for fire safety, accessibility, and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 100 year flood plain. The Government's space needs must be located within a delineated area defined by the following street boundaries in Baltimore, MD: NORTH: N. Fulton Ave & N. Moravia Rd. TO I-95 and Route 40 WEST: N. Fulton Ave & N. Moravia Rd. TO 295 & S. Lansdowne Rd. SOUTH: 295 & S. Lansdowne Rd. TO Merritt Blvd & Peninsula Expy. EAST: Merritt Blvd & Peninsula Expy. TO I-95 and Route 40 SUBMISSION REQUIREMENTS: Expressions of interest must be submitted in writing (electronic or paper) NO LATER THAN March 16, 2017 at 3:30 p.m. EST. The following information should be included in the (EOI) and should include the following information at minimum: •· Proof of System for Award Management (SAM): (Offeror must be registered in SAM at the following link https://www.sam.gov/portal/SAM/##)1 prior to award. •· Building name and address and location of the available space within the building. •· Rentable square feet available and expected fully serviced rental rate per rentable square foot on an annual basis. Additionally, please provide a breakout of operating expenses and taxes per RSF. •· ANSI/BOMA office area-(ABOA) square feet to be offered and expected rental rate per ABOA square foot, fully serviced. Indicate whether the quoted rental rate includes an amount for tenant improvements and state the amount, if any. •· Date of space availability. •· Building ownership information. •· Utilities available: i.e. Electricity (heavy Industrial power_. Gas, Telephone, water/sewage, satellite based cable television, satellite based internet. •· Other Support Services: Janitorial, maintenance/repair, security monitoring (IDP and CCTV) within control space, waste disposal, and other reasonable requirements that the Government request through the term of the lease. •· Amount of parking available on-site and its cost. Indicate whether expected rental rate includes the cost of the required government parking. •· Energy efficiency and renewable energy features existing within the building, along with LEED Certification Information. •· List of building services provided. •· Name, address, telephone number, and email address of authorized contact person. •· Your submittal for this EOI, shall not include Market data relating to the advertisement of your facility. Expression of Interest should not exceed 6 pages with Arial 12 font size. CONFIDENTIALITY: No proprietary, classified, or sensitive information should be included in your response.
