Description
Performance Work Statement (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.8, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This solicitation document, HQ0013-17-Q-0045 is issued as a Request for Quote (RFQ), Under this requirement, the Defense Security Cooperation Agency (DSCA) intends to award a commercial, firm fixed price contract. (iii) The solicitation document incorporate provisions and clauses that are in effect through Federal Acquisition Circular 2005-88, Effective 15 June 2016. It is the responsibility of the Offeror to review the web page for notice of amendments, updates or changes to the solicitation. (iv) This RFQ is issued under FAR Part 13 - Simplified Acquisition Procedures. This requirement is to provide lodging for approximately 20 individuals (18 funded and 2 un-funded), for participants in the Caribbean Defense and Security Course is to be hosted in Washington, DC. Please see the attached Performance Work Statement (PWS) for specific requirements. The applicable North American Classification System (NAICS) code is 721110; Hotels (except Casino Hotels) and Motels. The small business size standard is $32.5 million. (v) Specifics. The Government intends to award a firm fixed price contract resulting from this combined synopsis/solicitation. The contractor will provide lodging services to support a two week course to be hosted in Washington, DC. Period of Performance: 15 July 2017 - 29 July 2017 (vi) DSCA intends to purchase the services under the following Contract Line Item (CLIN): CLIN 0001 Sleeping Rooms SubClin AA Single Rooms SubClin AB Late Checkout CLIN 0002 Manpower 1 each NSP NOTE: All prices MUST include all applicable fees, gratuities, and service charges. THE FEDERAL GOVERNMENT IS TAX EXEPMT (vii) The contractor shall provide each event attendee provided his/her own room with a private bath and either a refrigerator and microwave or a kitchen/kitchenette, cleaned daily and individually climate controlled. (viii) If the contractor holds a room and a participant does not occupy that room prior to 6:00pm on the date of scheduled occupancy, the Government will be charged for that day, and remaining days will be cancelled, and the Government will not be charged by the contractor for the remaining days of that reservation. (ix) The Government will not execute any contract other than with the facility or venue proposed to hold the event and provide accommodations. Any offer from a source other than the hotel or lodging venue itself must include written evidence that the offeror is currently authorized to submit binding proposal/quotes on behalf of the venue whose accommodations and/or facility are being offered. Offerors that fail to provide such evidence shall be deemed technically unacceptable and will not be considered for award. Any offer which requires the Government to execute an agreement that renders a hotel or facility provider as a third party or for lodging/hotel accommodations that cannot be provided at offerors facility shall be deemed technically unacceptable and will not be considered for award. (x) ) Clauses and Provisions: The provision at FAR 52.212-1, Instructions to Offerors Commercial Items, applies to the acquisition and is incorporated by reference. FAR 52.252-2, Evaluation - Commercials Items, applies to this acquisition and paragraph (a) is completed as follows. (xi) ) A single award will be made to the awardee whose quote conforms to the solicitation requirement and presents the lowest price technically acceptable (LPTA) quote, as determined by the evaluation criteria herein with due consideration to the order of importance. (xii) ) Contract award will be made to the lowest evaluated price meeting or exceeding the minimum acceptability standards for non-cost factors. Quotes will be evaluated on an "acceptable" or "unacceptable" basis. Quotes will be evaluated for acceptability and shall meet the minimum requirements in order to be considered awardable. Past performance will be rated on an "acceptable" or "unacceptable" basis. (xiii) ) The contractor shall submit a proposal that meets the minimum requirements of the PWS. The following Evaluation Factor's will be considered: 1.) Must be within the DC metropolitan area and located no further than seven (7) miles from Fort McNair. 2.) The venue must be no further than.50 miles to a Metro station or have available shuttle service to surrounding areas and must also be within.50 miles' walking distance to at least five (5) full-service restaurants. 3.) All sleeping rooms must be equipped with at least a refrigerator and a microwave; a kitchen or kitchenette is preferred. 4.) The venue shall provide shuttle service to/from the Ronald Reagan National Airport on the lodgers' arrival and departure days. The venue must be located in a safe area, defined as having a risk factor score of "Low" or "Moderate", defined as a score below 7 for all categories of crime listed, using the following website: http://relocationessentials.com/aff/www/tools/crime/crime.aspx and entering the hotel's zip code. 5.) The selected venue shall provide wireless Internet service with a minimum download speed of six (6) Mbps and a minimum upload speed of two (2) Mbps. If a password is required, it shall be given to lodgers. Hotel staff shall correct any Internet equipment or service breakdown or degradation immediately. (xiv) ) Past Performance: The Government will evaluate Past Performance in accordance with FAR 13.603-2(b)(3). Offerors should identify past or current contracts (including Federal, State and Local Government and Private) for efforts similar to this requirement. Past performance information pertaining to the hotel facility (e.g letters of recommendation, customer evaluations, etc.) indicating the quality of hotel and service during the past year. The past performance information pertaining to the hotel shall also include at least one reference from a group for which they provided services similar in scope to that of this upcoming ACS52. Seminar. The Government shall consider this information, as well as information obtained from any other sources such as Past Performance Information Retrieve System (PPIRS), when evaluating the past performance. (xv) ) Price: The Government will evaluate Price for reasonableness in accordance with FAR 13.106-3(a) Basis of Award. Award will be made on the basis of the lowest evaluated price meeting or exceeding the acceptability standards. (xvi)) Submission Requirement: All Questions shall be submitted by Fri., March 17, 2017 no later than 1:00 pm (EST). Quotes shall be submitted by Thurs., March 23, 2017, no later than 1:00pm (EST). Facsimile submission will not be accepted. Further details regarding this requirement can be found in the attached Performance Work Statement (PWS). The offeror shall complete only paragraphs (b) of this provision if the offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website accessed through http://www.acquisition.gov. If the offeror has not completed the annual representations and certifications electronically, the offeror shall complete only paragraphs (c) through (q) of this provision.
