Description
General Services Administration (GSA), on behalf of The U.S. Customs and Border Protection (CBP) Office of Acquisition (OA) has a bona-fide need to acquire Engineering Services (ES) contractors, in order to support OA's management, oversight, review, and performance of the planning, engineering, deployment, construction, inspection, testing, acceptance, and sustainment activities that are performed by its service providers (i.e. contractor). The purpose of this acquisition is to acquire contractor support to provide a full range of multi-disciplinary management and engineering services, including; facilities & infrastructure engineering, test & evaluation engineering, and systems engineering. The ES contractor shall also support OA with the implementation of a multitude of border security technology programs across the United States (U.S.) along the northern, southern, and coastal borders by assisting OA with the activities of its service providers, as well as the associated submittals. The value of this acquisition to the CBP mission will result in the improved efficiency and effectiveness of CBP's acquisition, program management, and engineering for border security technology systems, services, and products. OA requires multi-disciplinary technical experts to support its implementation of border security technology programs and facilities & infrastructure throughout their lifecycles. The contractor shall primarily support OA with the management, oversight, review, and performance of the planning, engineering, deployment, construction, inspection, testing, acceptance, and sustainment activities and associated submittals that are performed by OA service providers. The contractor's services shall include providing a broad array of engineering management and subject matter expertise support to OA in the areas of: •Program Management •Facilities & Infrastructure Engineering •Test & Evaluation Engineering •Systems Engineering The contractor shall provide engineering management and subject matter expert (SME) services to OA on an ad hoc. The contractor shall be capable of providing the ad hoc engineering management and SME services to OA within (3) business days after receiving written notification from OA. Actively engaged contractor engineering disciplines and part-time & fulltime levels of support to OA will vary over time depending on the level and type of OA's engineering activities and associated submittals; required contractor engineering staff disciplines and support levels will be increased or decreased over time, and support will vary from part-time to fulltime. The goal of this contract is to minimize OA's performance, cost, and schedule risks by establishing, enforcing, and facilitating the implementation of appropriate engineering focus, discipline, and quality expectations with OA's service providers throughout the systems lifecycle. GSA intends, within the limitations stated herein, to satisfy these requirements through task orders under an IDIQ contract. Because the timing and size of task orders cannot be entirely predicted, the workload may fluctuate during the year.
