Description
The Government intends to award a Single Award Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide mail handling services within the confines of the Bahrain International Airport (BIA); the requirement includes the contractor to provide overall management, vehicles, tools, supplies, equipment, labor and supervisory services necessary to ensure U.S. Forces Military Mail services are performed in accordance with (IAW) sorting and dispatching requirements established by the United States Postal Service (USPS), Military Postal Service Agency (MPSA), Joint Military Postal Activity (JMPA), Department of the Navy (DON) and Fleet Logistics Center Bahrain Mail Handling Instructions and SOPs. Pursuant to Federal Acquisition Regulation 5.202(a)(12), this is a non-mandatory synopsis. This solicitation is intended only for sources duly authorized to operate and do business in Bahrain as prescribed by DFARS 225.1103(3). This commercial service acquisition will be full and open competition with a geographical restriction. The associated North American Industry Classification System (NAICS) code is 491110. This acquisition will not result in multiple awards. Technical Acceptability will be evaluated on an Acceptable / Unacceptable basis. Only those proposals receiving a technically acceptable rating will be eligible for award. The Government will award the contract to the lowest priced offeror determined to be acceptable. The Government will evaluate the Offeror's Technical Acceptability based on the information in the Offeror's written proposal submitted in accordance with "ADDENDUM TO FAR 52.212-1 - INSTRUCTION TO OFFERORS - COMMERCIAL ITEMS" of the solicitation. System for Award Management (SAM) - By submission of a proposal, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance and through final payment of any contract resulting from this solicitation. If the offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered offeror. Offerors may obtain information on registration and annual confirmation requirements via the SAM database accessed through https://www.sam.gov. Services are for mail services as detailed in the Statement of Work incorporated in solicitation N40339-17-T-S030. All questions concerning this acquisition must be submitted by 1:00 PM Local Bahrain time, 21 March 2017. Questions will be answered via an amendment posted on FedBizOpps.
