- This is a notice of intent to award a sole source contract for backup internet connectivity in accordance with Federal Acquisitions Regulation (FAR) Part 12 and FAR 13.501(a)(1)(ii), under the authority of the test program for commercial items (section 4202 of the Clinger-Cohen Act of 1996). The Peace Corps requires an internet connection to provide selective network redundancy to the existing Peace Corps internet link (Verizon DS-3). The objectives are to add a measure of additional reliability in case the agency's primary internet circuit fails, as well as minimizing network security risks by migrating some links with potential exposures to the secondary internet connection. The secondary internet link will provide a minimum of 10 Mbps of bandwidth, and will be independent of Verizon's infrastructure. Under FAR Part 13.501(a)(1)(ii), under the authority of the test program for commercial items, (section 4202 of the Clinger-Cohen Act of 1996) - Only one source reasonably available. The Government intends to award a Firm-Fixed Price (FFP) sole source contract to Comcast of the District located at 900 Michigan Ave. NE Washington, DC 20017 for internet connectivity. The term of this contract will be for a period of no longer than 60 months and will consist of a one (1) year base period and four (4) one (1) year option periods. Comcast of the District LLC is currently the only Contractor with the existing infrastructure to provide backup connectivity to the Peace Corps at this time. The associated North American Industry Classification System (NACIS) Code is 517110 and the Business size standard is 1,500 employees. The Product Service Code is D322. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement by the specified closing date. A determination by the Government not to compete this procurement action based upon responses to this notice is solely within the discretion of the Government.
