- Pre-Solicitation Synopsis Vacuum Oven services Solicitation # F8224-17-R-0046 NOTICE OF INTENT TO SOLE SOURCE: This is a combined synopsis/solicitation in accordance with FAR 5.201. This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the government. This synopsis is prepared in accordance with guidance found in FAR 5.207, and is prepared for the purpose of notifying potential offerors of this combined synopsis/solicitation for service. It is the contractor's responsibility to monitor FedBizOpps on a regular basis for any amendments to the combined synopsis/solicitation. The Ogden Air Logistics Complex (OO-ALC), Specialized Contracting Office (PZIMB), intends to negotiate with Barnes Group Inc., on a sole source basis under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements, to procure the following service of vacuum oven brazing services on the following items: 165/E-3A Turbine Plenum at lots of four (4) in each process in accordance with the attached Purchase Specification dated February 9, 2017. This service has been previously awarded to Barnes Aerospace for a one-year contract to perform the brazing process for several Air Force items. This combined synopsis/solicitation will be posted on FedBizOps from March 14, 2017 through April 4, 2017. This non-personal service will be performed at the Contractor's facility. Performed services are in support of the 309 th Commodities Maintenance Group (CMXG) at Hill Air Force Base (AFB), Utah. •2.0 BASIC SERVICES •2.1 The Contractor shall receive asset(s), provide secure storage, perform vacuum oven brazing and repack in the original packaging within twenty-one (21) business days after receipt of assets. Ship sets will be in multiples of four (4). •2.2 The Contractor shall perform vacuum oven brazing services on the following items: 165/E-3A Turbine Plenum at lots of four (4) in each process. •2.3 The Contractor shall perform vacuum oven brazing services in accordance with (IAW) Section 3.0 Technical Requirements listed in this PWS. •3.0 TECHNICAL REQUIREMENTS •3.1 P/N: 899658-1/-2 - 165/E-3A Turbine Plenum - Vacuum Braze •3.1.1 If required, clean residue from part using a clean cloth and isopropyl alcohol. Apply Nicrobraz 160, Nicrobraz LM or equivalent braze that meets the requirements of AMS 4777 at identified crack zone. •3.1.2 Apply stop-off compound or Nicrobraz red type II as required. •3.1.3 Place plenum assembly in furnace and vacuum braze (0.001 Torr or better) in accordance with AMS 2675 at 1900 to 1950°F in a class V furnace for 3 minutes minimum and 20 minutes maximum. CAUTION: It is important that no oxygen get in the furnace during higher temperatures of the cool down process. If dew point meter does not exist on the vacuum braze furnace, use alternate process. Failure to do so may result in degradation and contamination of the part. •3.1.4 Vacuum cool to below 1750 (±25)°F, then inert gas/fan cool oven per AMS 2675. Cool oven to below 300°F before opening oven. (Alt. Process) If no dew point meter exists in the vacuum furnace, vacuum cool to 500 (±25)°F, then inert gas/fan cool oven per AMS 2675. Cool oven to below 300°F before opening oven. •4.0 CERTIFICATION REQUIREMENTS •4.1 The Contractor shall be National Aerospace and Defense Contractors Accreditation Program (NADCAP) certified in heat treat and vacuum furnace braze per SAE Aerospace Standard AS7003. The Contractor shall provide the NADCAP certification / recertification number and expiration date for validation by the Government upon award for certification and in 5 days upon re-certification (CDRL A001) •4.2 The Contractor's vacuum ovens shall meet the requirements of American Welding Society (AWS) "C3.6M / 3.6 sections 5.1 through 5.3". •4.3 The Government (309 CMXG/ENI Process Engineering) will survey the Contractor's site for process and equipment compliance prior to POP. •5.0 SERVICES SUMMARY # Performance Objective Paragraph Performance Threshold 1 The Contractor shall perform vacuum oven brazing within 21 business days after receipt of asset(s). 2.4 Performance is acceptable if there is no more than one (1) deviation annually. 2 The Contractor shall re-pack assets in original box and packing 2.4 Performance is acceptable if there no (zero) deviations in the contract POP. 3 The Contractor shall perform vacuum oven brazing services IAW Section 3.0 in this PWS 3.1 Performance is acceptable if there are 0 (zero) deviations. 4 The Contractor shall provide NADCAP certificate number and expiration date when recertified. (CDRL A001) 4.1 Performance is acceptable if there are 0 (zero) deviations. 5 The Contractor shall provide a "Letter of Conformity" with each completed asset (CDRL A002) 7.1 Performance is acceptable if there are 0 (zero) deviations. 6 Contractor shall provide a process profile data chart included with each completed asset. (CDRL A003) 7.2 Performance is acceptable if there are 0 (zero) deviations. •6.0 GOVERNMENT FURNISHED PROPERTY (GFP) •6.1 The contractor shall repair and return parts that cannot be repaired on-site. See GFP Data Input Spreadsheet for list of GFP. •7.0 QUALITY CONTROL •7.1 The Contractor shall provide a "Letter of Conformity" included with each completed asset stating that all repairs were accomplished according to Section 3.0 Technical Requirements listed in this PWS (CDRL A002). •7.2 Contractor shall provide a process profile data chart included with each completed asset. Data elements shall include at a minimum: temperature vs. time, vacuum level vs. time, and argon introduction vs. time. (CDRL A003) •7.3 The Contractor shall maintain documentation showing calibration and control of the bake oven within the required bake temperature range. This documentation shall be maintained by the Contractor for two years. It shall be made available to Hill AFB personnel on request. •7.4 Services performed at the Contractor's site are subject to review by the Contracting Officer or authorized representative(s). •8.0 SAFETY AND HEALTH •8.1 The Contractor shall comply with all applicable federal, state and local regulations regarding occupational safety and health. The Contractor shall notify the Contracting Officer (CO), within eight (8) hours of any damage to government property. •8.2 Mishap notifications shall contain, as a minimum, the following information: a. Contract, Contract Number, Name and Title of Person(s) Reporting b. Date, Time and exact location of accident/incident c. Brief Narrative of accident/incident (Events leading to accident/incident) d. Cause of accident/incident, if known e. Estimated cost of accident/incident (material and labor to repair/replace) f. Nomenclature of equipment and personnel involved in accident/incident g. Corrective actions (taken or proposed) h. Other pertinent information •8.3 If requested by the designated CO, the Contractor shall immediately secure the mishap scene / damaged property and impound pertinent maintenance and training records, until released by the Procuring Safety Office. Contractors will not dispose of contract data related to a mishap until notified to do so by the CO. •9.0 RECORDS •9.1 The Contractor shall be responsible for creating, maintaining, and disposing of only those government required records that are specifically cited in this PWS or required by the provisions of a mandatory directive listed in Applicable Publications and Forms. If requested by the Government, the Contractor shall provide the original record or a reproducible copy of any such record within five (5) working days of receipt of the request. •10.0 GENERAL INFORMATION •10.1 Labor Hours Reporting •10.1.1 The Contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Vacuum Oven and Braze Services application via a secure data collection site. The Contractor is required to completely fill in all required data fields at http://www.ecmra.mil. •10.1.2 Reporting inputs will be for the labor executed during the period of performance for this calendar year (2017). While inputs may be reported any time during the CY, all data shall be reported no later than 31 January 2018. Contractors may direct questions to the CMRA help desk. •10.1.3 Uses and Safeguarding of Information : Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data. User Manuals : Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for government personnel and contractors are available at the Army CMRA link at http://www.ecmra.mil.
