DEPARTMENT OF HOMELAND SECURITY OFFICE OF PROCUREMENT OPERATIONS Mindfulness Resilience and Performance Enhancement Training (MRPET) THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Nonetheless, submitters should properly mark their responses if the information is confidential or proprietary. Furthermore, those who respond to this RFI should not anticipate feedback with regards to its submission other than acknowledgment of receipt, should the submitter request an acknowledgement. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. All submissions become the property of the Federal Government and will not be returned. Responders are solely responsible for all expense associated with responding to this RFI. 1. INTRODUCTION The women and men who comprise the DHS workforce routinely encounter physical and psychological threats that can negatively impact their health and cause decrements in performance. The ability to withstand, recover and potentially grow in the face of acute and chronic stressors is considered the hallmark of the term "resilience." Research suggests that workplace based interventions designed to enhance skills related to resilience and performance leads to a healthier and more engaged workforce. Although various psychological skills training exist to buffer stress, foster resilience and enhance performance, a growing body of research substantiates evidence for the inclusion of mindfulness based approaches. The term mindfulness was defined by renowned professor of medicine Jon Kabat-Zinn of the University of Massachusetts Medical School as paying attention, on purpose, in the present moment, nonjudgmentally. Mindfulness is further considered both a process and a skill in which one develops the capacity to bring the "wandering mind" to the present experience without judgement and reactivity and coupled with the complimentary skill of "letting go." After two decades of empirically based research in both clinical and healthy populations, including the military, special operations and law enforcement, mindfulness based trainings have demonstrated effectiveness in reducing psychological stress and symptoms associated with clinical mental health conditions as well as shown efficacy to increase work and sport performance, prepare military service members for deployment, enhance psychological well-being, positive coping skills, hope, empathy, self-compassion, sleep, emotional and physiological regulation. 2. PURPOSE OF THIS RFI The Behavioral Health Branch, within the Office of Health Affairs Workforce Health and Medical Support Division (BH OHA WHMS), is charged with developing and enhancing resilience of the DHS workforce. The objective of this RFI is to gather relevant information from interested, capable sources on strategies to establish a mindfulness intervention program to deliver mindfulness performance enhancement training to DHS personnel in person and utilizing technology for booster sessions. Given the variance of missions and personnel within DHS, information is sought regarding the delivery of a range of mindfulness trainings to include performance enhancement, stress reduction and compassion based. Additionally, DHS OHA BH seeks information regarding the establishment of a resilience and performance enhancement curriculum that includes best mindfulness didactic and experiential practices. The ideal program for service delivery will be predicated on neuroscience research based mindfulness practices that strengthen attention, performance and an individual's tolerance for emotional and physical stress. Moreover, such a program will aim to improve resilience and optimize performance of DHS personnel that work in high risk occupations and leadership. Innovative approaches to achieve these requirements are welcome. 3. SUBMISSION INSTRUCTIONS The electronic copy of responses is to be in Microsoft Word 2003, Microsoft Word 2007 or Adobe Acrobat 9 compatible format using a size 12 font with one inch margins. Responses are limited to three (3) pages each. The Cover Page does not count toward this page limit. Following a review of the responses received, the OHA BH may elect to request additional information to gain additional information about a respondent's proposed strategies. The following information is being requested in response to this RFI and must be included with any submission: a. A Cover Page containing the following: i. Heading "Mindfulness Resilience and Performance Enhancement Training;" ii. Name of Company (Company or Government Agency); iii. Company address; iv. Technical Point of Contact (POC), telephone number, email address; and v. If applicable, your company's socioeconomic status under the following NAICS code: 611430 - Professional and Management Development Training 611699 - All Other Miscellaneous Schools and Instruction vi. Whether the service is available on GSA, and if so the appropriate GSA number. b. In order to be responsive to the RFI, any submission must provide information and strategies related to one or more of the following: (1) Establishment of a mindfulness training program to deliver mindfulness resilience and performance enhancement training to DHS personnel utilizing a range of mindfulness training practices, including performance enhancement, sport based, stress reduction and compassion based; and (2) Establishment of a resilience and performance enhancement curriculum that includes best mindfulness didactic and experiential practices that may be tied to various DHS occupations; (3) Establishment of program outcome measures to gauge efficacy. c. Organizational/Business Information-Not to exceed 1 page (counted against the three page limit for submissions). i. Number of personnel with agency or firm ii. Experience delivering MRPET iii. Experience delivering MRPET to high performing personnel iv. Experience developing MRPET curriculum 4.
